Sworn affidavits sent to the Attorney General's office in any of the relevant states these programs operate is a good way to prompt an investigation, especially in programs who receive federal/state funding.  I am not a lawyer and do not know if you could be sued for filing a complaint with the AG.  I don't think so but I could be wrong.  Anybody else know?
