Left up to each 'counselor' whether to label it 'manipulation' and punish it?
While one kid may be 'taught' when it's appropriate to sooth, a less fortunate kid with a new/unskilled/overworked 'counselor' may be punished for the same, with no explanation.

Given the number of hours spent in group, where there's a good chance that someone may cry, and in fact is encouraged to, seems this would be higher on the list of priorities to ensure all 'counselors' understand that it's a teaching moment, not a punishment moment.

I'm going to chalk it up to "another reason warehouse therapy doesn't work".

What about the Assistant Counselors (AC's)? What are they taught? They spend a great deal of time with the kids as well.

I heard that Operations guy and the little general are romantically involved.  I wonder if there have been instances of "public shows of affection" between these gentlemen?

Not of consequence, just an aside...

I just wonder how these people can teach our children "values" when they clearly have none.
