Not just maybe, but likely.

When my dad lied to a cop to have me arrested, I'm sure he believed right down to the core that he was doing the right thing. This was
not something within 20 zip codes of my dad's moral code! I was shocked and frightened by it, and this after 2 solid years in a program. But the reasoning goes something like this. Of course, it's wrong and illegal to make a false report to an officer of the law. But they can't possibly understand the desperation of the moment and if I don't get the kid locked down, she's liable to go out and kill herself!!
Now, I never was suicidal, drug addicted or really much inclined to any kind of trouble, except for serious depressin and anxiety over the prospect of following 4 older brothers and sisters through the brainwash mill. But, in his mind, he was doing something heroic. Outsiders just wouldn't understand, ya' know?
