If this young woman's parents got charged fees for Darryl Williams "attending to her" when she was sick, and he does not have a medical degree nor license to practice medicine, does this constitute a form of fraud?

It would appear that there have been a number of reports that Rocklyn parents and/or students were under the distinct impression that he was a medical doctor. Or a veterinarian.

Certainly, newspaper accounts have described him as such:

    From the
Toronto Star, July 14, 2008:
    "Williams was a medical doctor living in Mississauga when his wife persuaded him to move to the country."[/list][/list]
      From
    CTV, some time earlier this year:
      "The feed company and its marketing arm, Grey-Bruce Beef Marketing were operated by former vet Darryl Williams and his partner Mark Kuglin."[/list][/list]

      While I don't think a person can be held accountable for misinformation printed in the newspaper (unless he lied to the reporter and the reporter is willing to testify to as much), the issue of exactly what Williams told parents and students in the Rocklyn community is another kettle of fish entirely.

      Did Darryl Williams actually say to parents and/or students that he was a medical doctor or a veterinarian? Did he say he was a doctor amid conversation that was medically oriented, and hence imply that he was a medical doctor (as opposed to a D.Sc. or Ph.D.)?

      Of course, the issue of him actually charging parents for services rendered in the context of a student being ill raises the level, as well as potential consequences, of misrepresentation at the very least!

      I've spoken to a lawyer, if any former students or parents exeperienced any fake/no existant/ineffective therapy OR insufficient/fake medical attention (aka being treated by Darryll Williams for anything) they can file a complaint with the Ministry of Health who are supposed to take action against them. I do believe (but don't quote me) that the Ministry of Health has the power to shut places down.

      Does anyone have some (specific) contact information for the Ministry of Health to help out those who might be frustration-impaired? That is, which department, etc.?

      Also, what exactly does filing a complaint with the Ministry of Health entail?

      Another post indicating that Darryl Williams misrepresented his credentials to the Rocklyn Academy community.

      I think when you prescribe antidepressants to an adolescent, or alter the dosage of a previous prescription, that does constitute "practicing medicine," no?

      Things are heating up with Rocklyn.   Now they are having lawyers intimidate complainers with threats of Libel and Slander charges for Defamation of Character.  I believe a full investigation is warranted, OPP, RCMP, Ministry of Health, Ministry of Education.

      Grey County OPP have charged two men with 13 counts of fraud over $5,000 in what police say was a failure to pay farmers for their beef in excess of $750,000.

      Police started an investigation in January after receiving a complaint alleging "farmers had not been paid for product sold to abattoirs," Const. Steve Starr said in a news release Wednesday.

      The fraud is alleged to have taken place during 2008 and involved mostly beef producers in Grey, Bruce and Wellington counties. A feed supply company in Waterloo Region is also listed as a victim.

      Police charged Mark Kuglin, 38, of Meaford on Aug. 6 and released him on an undertaking. He is scheduled to appear in Owen Sound court Oct. 22.

      Wednesday Darryl Williams, 57, of Chatsworth Township, was arrested without incident and taken into custody. He was scheduled to appear for a bail hearing yesterday in Owen Sound.

      Williams was director of the Grey County-based marketing firm, Grey Bruce Beef Marketing Ltd. and associated company All County Feed and Grains.

      Both men are charged with 13 counts of fraud over $5,000.

      Police confirmed in February they were investigating the Markdale-based beef marketing business, which was launched in 2008 promising to fetch local producers hundreds of dollars more than regular market value for cattle raised on "an all-natural diet."

      Sun Media reported Williams was the owner/operator of All County Feed & Grain Ltd.

      The story about the police investigation said Williams and his former business partner, Mark Kuglin, also ran Grey-Bruce Beef Marketing Ltd., which started in April 2008 with plans to sell local beef to Ontario stores, restaurants and food services providers.

      According to an online Better Farming article, Williams was promising beef producers as much as $2,000 for a steer that would sell for less than $1,400 in regular markets.

      The catch was the cattle had to be on "an all-natural diet," meaning they were free of antibiotics and growth hormones and predominantly fed grain.

      Close to two dozen producers took Williams up on the venture by late May 2008.

      Williams told the Toronto Star in July 2008 that he had secured a contract to supply 100,000 hamburgers from 85 animals to three Ottawa music festivals, a lucrative deal signed just two months after opening.

      The problems, according to Kuglin in an interview in February, started shortly thereafter when the festival organizers allegedly didn't pay in full.

      By September 2008, Williams had his provincial cattle dealing licence revoked for failing to pay producers, an Ontario Ministry of Agriculture, Food and Rural Affairs spokeswoman said.

      Police are still investigating. Anyone with information that might assist in the investigation is asked to contact Grey County OPP or Crime Stoppers.

      I'm curious to see what happens at his trial. Fraud over $5000 can carry a pretty hefty sentence, particularly when you have multiple counts of it.... I wonder WHEN his trial is.

      Your comments are outrageous. Considering the fact that it is only an allegation, why would you assume guilt even before a trial has been held? To assume guilt in the absence of findings in a trial is barbaric and takes Canada back to the dark ages. And, as far as Rocklyn Academy is concerned, any such charges involving a "beef operation' have nothing whatsoever to do with the Academy. Just because a contractor to the school is charged with allegations in an unrealted business, with which Rocklyn has NO connection or involvement, does not in any way connect those charges with the school.

      I suggest that the writer, makin such ridiculous connections, refrain from displaying his/her level of uninformed stupidity.

      He wasn't a "contractor" he was the admissions director.... until he went to jail that is.
