During my time on staff I was present for a number of things that Miller did that were wrong/illegal.
I was in the room when Miller instructed the doctor that came to examine people needing medical attention to prescribe enough Thorazine for Rich Ok*m* and Todd L*Bl*nc to keep them in such a stupor that they were not even able to talk, much less rebel. Both of them had to be revived to go to the bathroom regularly, since they would soil themselves otherwise. Miller would joke about that aspect of their "treatment."
I also saw him oversee beatings on a number of people in the time-out rooms - both male and female first-phasers. There is no reason to go into huge details - we all know what went on in that area of the building.
But, the most telling thing I can say is that it was all planned for long ahead of time - Miller knew what was going to happen at the place. I visited 80 Commerce Way for the first time as they were still building it, about a month before it opened. Miller walked my father and I around showing stuff off. When we got to the area where the time-out rooms were being built, he boasted about how each one was double-soundproofed, along with the outside walls for the area, so that nothing going on in that area could be heard in the other areas of the building. I should have been scared by this, but I was not.
