Yeah, that's not far off. First you contact the sysadmin responsible for the range of IPs from which the person is hitting the site, along w/ timestamp and context (that's one reason I hide it, but don't actually delete it). Usually, the lazzy assed bastard admin will just suspend the account or block the IP from which the service is accessed. Cheap, quick, no-fault, efficient (for them); perfectly sensible move on their part.

Next, if you have a pretty good idea who's doing in
and common ground in your concern w/ either a tort law professional or law enforcement, then you
could approach the authorities of jurisdiction and seek protection. If they agree that there's substantial evidence
and it's in there own interest to persue,
then they can gain access to the other part of the picture; if and when this suspect accessed the proxy in question.
At that point, you lay yourself open to discovery, maybe retribution, some (maybe more important) ongoing deflection. Don't jump if you're not feeling froggy.
That's the way it works, as far as I know. And it should. We're all free soverign adults. We should be able to fend for ourselves, up to the line between legitimate, emergency self defense and the state monopoly on use of force. I've never gotten down to the nitty gritty, as I have never leaned toward brute coercion as an acceptable means to accomplish anthing good.
So I wouldn't recomend doing that if you're just offended or angry or bored. Don't sic a cop on anybody unless you're
genuinely scared and there are no better options. Once you do, it's out of your hands. And what would you do if a merry prankster who was never a threat to anybody wound up getting fucked in the ass for years just cause you didn't get their sense of humor?
There's perril and trouble aplenty either way. So don't ever take it as lighly as that thoughtless emotional vomiting that may have landed your best friend or little brother or sister in hell with you.
