It needs to be someone who hasn't called them in the past as their computer system stores phone numbers and will pull up the family's info from past conversations.

I'm pretty sure this is the nail on the head. I've lived in a third world country. Anything you want done, all you have to do is "tip". And if you don't tip, they will put you through the kind of bureaucracy that turns the most patient and tolerant of people into insane asylum patients.

The location is the former Hotel Carara near the hamlet called Tarcoles..

I fear that the teenagers will not find the school as pleasant as tourists, who have given this hotel a good rating.
