I think the economic crisis is going to a lot to help close abusive programs, perhaps the troubled teen industry experienced a "bubble" the same as many other industries did. I'm sure the rich people are going to still do it, but hopefully a 4-6k a month bill for private prison will be too much for the average family to do. Maybe the relatively cheaper and shorter programs will become more popular, wilderness and the like.
