That is the generic disclaimer included with PHPBB... I think Ginger has made her policies very clear several times... and most of the forums are labeled as unmoderated (Moderator: Nobody), unless otherwise specified.  Perhaps ginger should have Kelly edit that disclaimer (or delete it entirely).

That is correct... so if you really want to post anonymously, use Tor and remember to delete your cookies.
