Isabelle Zehnder has written that she founded CAICA because a "16 year old red-headed boy" who was living in her home, was taken by teen transporters (hired by his parents) and transported to Western Samoa. Zehnder reports that this boy spent 2 years in this abusive Samoan program. Zehnder goes on to report that the boy's two sisters were later placed in programs.
