It's obviously misconduct by today's standards, and is one of the reasons you don't want males in contact with what amounts to female inmates at a prison.
*Biologically* by the evolutionary history of all humanity, a 16 year old girl is of perfectly marriageable age. Juliet, of Romeo and Juliet, would have been only 14 or 15. Juliet's mother says, "I was a mother much upon your years."
Grown men are naturally attracted to nubile young women---in this case, by "women" I'm speaking biologically, not socially.
Sixteen year old girls are governed by their hormones. Women are particularly attracted to powerful men. This 30 year old man is no Donald Trump. He isn't even manager of the local Wal-Mart. But he was very powerful in her sharply constricted world. There's that whole crush on teacher/therapist/camp counselor angle.
There are posted pictures of a close look-alike of this guy. Okay, he's a major hottie. I can easily see why, in that restricted environment, propinquity would propinct.
This guy has poor judgment but he may not be a "predator" in the classic pedophile sense. Pedophiles are the ones that go after pre-pubescent girls. The ones that go after nubile young women are normal, red-blooded men with lousy judgment, lousy self-restraint, and lousy sexual morality.
Putting horny men (which is just about all of them) in charge of horny, dependent teenage girls is a recipe for trouble. It's lousy judgment on the part of Thayer, and lousy judgment on the part of parents who would place their young daughters in such a situation in the first place.
If you deprive a normal, moral teenage girl of opportunities to meet, interact with, and date boys her own age and you allow her interaction with marriageable age men, she's going to become infatuated with one or more of those men.
Take a sexually active teenage girl (I don't know if this one was, but it's a concern of a lot of parents who send their teenage girls to BM facilities) and put her in the same situation, and she's going to throw herself at the head of any cute man available. Men---even men who usually have average judgment and morals---are notoriously bad at rejecting flat-out offers of no-strings sex from physically healthy, pretty young girls. All healthy teenage girls are pretty---not to each other, not to other teenage boys, but to any adult, teenagers are physically beautiful. Not that mature adults want to do them, they're just *pretty*---and babies.
A hot, het man--presumably single--in close charge of sexually frustrated, "wild," teenage girls.
