I never stated what Bill did was illegal, I asked you if it was ethical for him to dicuss a patient (or student if you want to play with semantics) with someone who does not work there.
Now do you understand me this time? Get help if needed, I'm sure your disabled family members can provide you with assistiance if you asked them.
