Booneville City Council rejects offer to buy Kemper Military School property

BOONEVILLE, Mo. - City officials Monday night rejected an offer from a group led by the founder of a controversial association of boarding schools to buy the former Kemper Military School.

The Booneville City Council, with little discussion, voted 7-0 against selling the property to a group led by Utah businessman Robert Lichfield, founder of World Wide Association of Specialty Programs and Schools.
The city also will return a $100,000 earnest-money deposit, ending a courtship that began last summer.

"From the outcry the public had given me about this, my mind was made up," said Morris Carter, the city councilman who made the motion to reject the offer. "If the rest of the council had gotten the same information I had, there was no point in discussing it."

Despite an agenda item that said the council would go into closed session to discuss the proposal, the body decided instead to go right to a vote.

"I didn't even know they were going to vote," said Randall Hinton, who with his brother, Russell Hinton, had planned to lease the facility from Lichfield and run it themselves. "I'm sad for the city. Who doesn't want to help kids?"

Members of World Wide Association, which works with troubled teens across the country and in Jamaica, have been the subject of several child-abuse allegations. One member of Congress was so concerned that he asked the Justice Department to investigate the organization and its members.

Randall Hinton, who has worked at several of the association's schools over the years, said he had no intention of making Kemper a member of the association, but instead wanted to market Kemper as a military school.

When it closed in 2002, Kemper was the oldest military academy west of the Mississippi River. The city has owned the property since April 2003.

The Hinton brothers, who were at the meeting Monday night, said they were surprised and disappointed by the council's decision.

Dan Painter, a newly elected council member, said his constituents had made it clear that they opposed the proposed sale.

"It was overwhelming at times," he said.

Letter writing campaigns can work :exclaim:  A special thanks to all who wrote in and shared their thoughts and ideas.  I'm a little concerned that Randall Hinton may be a little brain washed himself especially when he said, "I'm sad for the city. Who doesn't want to help kids?"

Does he really think he's helping kids with WWASP's brand of behavior modification AKA torture or child abuse?

Just a thought...
Boonville was courageous in turning down this nest of vipers. But the offer was tempting.. a sale of property, possibility of jobs and sales of goods and services for the local community.

They decided no to WWASPS and the Hintons...

If anyone is traveling in the area this summer or anytime say thanks to Boonville by making a stop there,  stay a night in a motel, buy a meal in a restaurant, shop at a merchant.  Spend a little $, let 'em know why if you like, or just be anonymous about it. Boonville deserves your thanks

If Randall (sp?) Hinton really wants to help kids, he should get a real job in the real world in some big city and join Big Brothers.

He could also volunteer time at the local community centers for after school activities.

He could volunteer for a tutoring program, or volunteer at a county alternative school program to tutor kids who got off track and now need to study for their GEDs.

He could start a small business and work with parole officers to hire kids or young adults coming out of juvie on a part-time basis to help them with school costs.

He could work a real job and donate money to a county mental health program to help meet the gap for families that need services but don't have the ability to pay.

He could volunteer time to assist scoutmasters in Boy Scout troops.  He shouldn't *be* a scoutmaster, but the existing ones always need more volunteer help than they've got.

There are all kinds of ways he can help kids *without* running or working for a program.

Because of his history, he's never going to be trusted---and probably shouldn't be trusted---working in a facility or running a facility.

He could volunteer in a soup kitchen---a lot of kids are homeless.

But if he were sincere, there are all kinds of things he *could* do that would actually help kids.

Randall Hinton should never ever be allowed to be near children, let alone work with or on behalf of children.

Ok, the good people of Boonville have touched my heart and restored a little bit of my faith in human beings. But they still have this lovely, storied property slowly muldering into a ruin and a need for some new blood.

Who has skills that can help remedy that situation? I'd be happy to do what I can to promote any legitimate effort to bring something good to Boonville and to the old Kemper place.

BOONVILLE - The Boonville City Council wasted no time last night in rejecting a controversial proposal for the purchase of the former Kemper Military School.

The city council spent just a few minutes on the proposal in open session, though the matter had been scheduled for a closed meeting. No discussion preceded the motion by Councilman Morris Carter to reject the proposal and return a $100,000 check that was given as proof of intent to purchase the property by Robert Lichfield.

The eight-member council voted unanimously to reject the sale, with one council member, Glenwood Einspahr, absent.

Lichfield, a Utah businessman, and business associate Randall Hinton have drawn media attention since their offer to buy the 50-acre Kemper property became public March 24.

Lichfield is the founder of World Wide Association of Specialty Programs and Schools, a network of teen behavior-modification programs in the United States and abroad that is facing scrutiny by law enforcement and legislators for allegations of child abuse.

Kemper Military School closed in 2002, and the city of Boonville later purchased the property for about $500,000. Lichfield planned to purchase the property through Golden Pond Investments Ltd. of Utah, which he owns with his wife and other partners.

Hinton, who planned with his brother Russell Hinton to reopen the school as a military-style academy, has worked for several World Wide programs and is owner of White River Adventure, a Puerto Rico boarding school for defiant teens.

At least one former student of his has alleged abuse by Hinton, including the use of pepper spray and humiliation tactics.

Hinton has declined to comment on the allegations, saying only that he believes he helped the teen overcome drug addiction.

Many Boonville residents expressed concern about the prospective sale last week at a public hearing. Boonville police recommended further investigation into World Wide and its leaders before the city council made a decision.

City Hall observers speculated last week that the council would throw out the proposal, as it attracted unwanted attention to the city.

Mayor Danielle Blanck said after the meeting that the decision reflected her city?s consternation about behavior-modification programs.

"I just think that the community didn?t want to have that kind of school in the middle of town," she said.

Before the vote, Columbia activist Lesli Rackers implored the council to reject the offer, citing what she believed was evidence that Hinton would have continued his affiliation with World Wide despite his repeated denials to the contrary. Hinton said his financial connection to Lichfield does not guarantee an affiliation to the association.

Rackers, 34, said she called Hinton?s White River Adventure yesterday morning to talk about her daughter, a sometimes-defiant but emotionally healthy teen. Within minutes, Rackers said, a staff member recommended she call Teen Help, World Wide?s marketing arm.

"It?s with this finding and the knowledge I have about" World Wide "that I?d oppose Randall Hinton and anyone else associated with" World Wide, she told the council.

Hinton denied that his school makes referrals to World Wide affiliates. "I could not imagine that," he said.

Mark Farrell, secretary of the Kemper Military School Alumni Association, said none of the allegations against World Wide and Hinton has been substantiated. He said few investors besides Lichfield would likely have the estimated $15 million needed to fix the aging campus.

"How many other feasible offers has Boonville had?" Farrell asked.

Hinton said after the meeting that he felt saddened by the council?s decision. "It?s sad people don?t want to help kids," he said.

He said he plans to look into other towns to see whether he could start up his program elsewhere. He declined to say which towns he will look at.

"There?s about five other schools that are empty," he said.
