Anyone heard about this place:

I just stumbled across their website.  Doesn't look good.  Why do these people always set up shop in the Czech Republic when they go to Europe?

Lack of regulations?  

Interesting that they do not give their 800 number until a parent has requested it. How might one research the owner/facility?
One clue:
I request and authorize the clinical representative of European Youth Academy, Hurricane, Utah,...
and
CHOICE OF JURISDICTION, LAW, AND OTHER MATTERS- Sponsor(s) agree to be subject to jurisdiction of Utah Courts in any dispute between the parties to this agreement. The parties agree that this agreement constitutes a business transaction in subject to the provisions of Title 78, Chapter 27, Section 24, of the Utah Code Annotated 1953 and as amended. Moreover, the parties agree that Utah law shall govern this agreement.

?European Youth Academy has developed an effective program that offers a High Quality Pro Active approach to treatment for the resident at a cost of half that found in similar programs located in the US. ?

From the contract:
ROOM AND BOARD, THERAPY, AND TREATMENT CHARGES. The daily rate for services described under section 3 about shall be; $70.00 to include all services listed in paragraph 3a thru 3g of this contract.
PAYMENT SCHEDULE- an initial placement fee of $2000.00 shall be paid upon admission. Charges described under 4.a are payable one month is advance; charges in 4.b. will be billed separately and will be due and payable at the end of each month with an initial deposit of US$100.00.

While this program may cost less than programs in the US, what does it cost to fly your kid back and forth for visits? How often would a parent fly there to check up on their kid? Perhaps that is the intention. Less parental involvement, more program control.

 Family involvement is an integral part of the goals and objectives of each individual.  The treatment team will coordinate the most appropriate time for calls, visits, and monthly treatment team meetings.

How can family involvement be an integral part, when the kid is half-way around the world?

The ?sleeping room? looked like a double-occupancy mental ward.

Hum...Transporting the teen to our facility can often be a very delicate.  The teen will require an adult escort to accompany him to the facility.  The escort can be either the teen's parent or a professional escort.  There are several alternatives available depending on the situation.  Our staff is experienced in all aspects of this phase and should be consulted by the parents when making travel arrangements to the facility.

 Ask your benefits manager to verify coverage for sub-acute/residential care under the 'Nervous and Mental' portion of your policy. If you're enrolled in an HMO, European Youth Academy must be an authorized provider.

I/We understand that the use of reasonable restraint and/or confinement may be necessary, if severity of symptoms or behaviors warrant, in order to facilitate the protection of the Student from harming himself/herself or others, or destroying School property. Should such restraints and/or confinement become necessary during the Student?s admission, I/We understand and agree to indemnify the School, its employees or agents from any loss due to injury that may occur as a result of such restraint and/or confinement.

RESPONSIBILITY FOR INJURY OR ACCIDENT- The School is not liable for any injuries, illness or other damages occurring to the Student during the term of enrollment, including any injury or accident resulting from the Student?s participation (on or off School campus) in programs or activities of the school.

They give the appearance of complying with the Interstate Compact (ICPC)... but several discrepencies lead me to believe they may actually be skirting this law.
They state: Federal Law requires that children cannot be placed into the care of an agency across state lines without the approval of the Interstate Compact Authorities in each state. This is intended to assure that children are placed into licensed, safe placements and that the state laws in the sending and receiving states are followed. Even parent placements are regulated by this compact agreement, unless placing directly with a relative.

Which is accurate, but then direct parents to send the completed form to them and they will forward it to the appropriate state (singular) for completion. Which is Utah:

The kid will not be boarded in Utah. Will the child ever enter Utah, or go straight overseas?

Seems to be answered in the Power of Attorney form:
To transport the Student from their home in the United States to the European Youth Academy facility in The Czech Republic and to house the Student in said facility until the Student?s completion of the Program.

And this, from the Contract for Services, uses the same language used in WWASP contracts- Parents refered to as 'Sponsers':

Excellent question, especially considering that when WWASP opened the Morava Academy there it got shut down almost immediately.  It will be interesting to see how long this place lasts.

Steve Bozak seems to regard the European Youth Academy as a "Traditional Boarding School".
