Ages ago, like around the turn of the century, Arnold Trebach asked us all to make up affidavits and send them to LE authorities and regulatory agencies at home, in the location of the programs we attended and in D.C.
A few people did. I didn't because there's really very little that I can remember w/ enough detail and certainty to make up a meaningful statement. I can remember, for example, the name and heartbreaking face of the girl who was stood up and made to take the blame for making staff and her parents force her to have an abortion. No recollection whatever, though, of which staff member was leading rap or who else was in the room. And I don't know that this person wants to be publicly named in that context.
But if you have a better memory or fresher experience, there are a lot of good reasons to do just what Dr. Trebach asked. Even if it never leads to any meaningful investigation into your particular situation, it is sworn evidence that could be used in future cases against the same individuals and/or organizations. If enough people send them in, the content will cover years and span many state lines. Somebody in down in the machinery might start to wonder just wtf is going on here.
So it's really not a bad idea to take this tack.
