Memo to the President on Torture

Here is a link to the notorious memo that was intended to show the President that torture had to be extreme.  This led to the abuse of the detainees and the Iraqi prisoners.

It's also know as the Bybee memo.
It was written to Alberto R. Gonzales Counsel to the President. He had asked the US department to given their views regarding standards of conduct unter the CAT (convention against torture).  At the end of the document (50 pages) are some court cases where the US courts upheld charges of torture etc.

It seems that some of the things described in this memo are also routinely done to kids in Residential Treatment.
