What Chapman failed to understand is that there are city ordinances that govern noise and police officers who enforce those ordinances. Around here, you can have a band playing in your yard until 10:30 and the police won't respond to complaints. After that cerfew they come out and ask for the music to be lowered. If the resident doesn't comply, then a citaition/fine is issued.
Chapman doesn't understand anything about city government, nor does he know how to interact with teens to elicite cooperation. They do not respond well to control freak maniacs screaming expletives.
He deserves the fine, disorderly conduct, inciting a quarrel. He should have called the "authorities", given he obviously hasn't the skills to deal with the situation directly. Instead, he functions from the misperception that he is the "authority" and is pissed to find out he is not in control outside his home. Wouldn't you like to live in that household?
