How does an escort become "qualified" and who deems them "qualified?"
And, go a little further, what constitutes a "credible facility." And, how and who determines that the facility is credible?
Remember, when talking about these facilites, we are talking about the ones that are in the business of straighening out teens. We are not talking about typical boarding schools where kids have the same rights as those in a typical high school (ex. they are not cut off in ANY WAY way from those outside of the institution itself)
