DOBBS FERRY — Three staffers at The Children's Village were arraigned in Village Court this morning, charged with failing to report an alleged attack on a boy in September.

Edward Rice, Janet Hotchkiss and Matthew MaGee pleaded not guilty to misdemeanor charges stemming from a confrontation between a 15-year-old and a sociotherapist at the residential treatment center Sept. 9.
The boy said employee Clevon Clair struck him in the back of the neck, pulled him off a classroom chair, put him in a chokehold and struck him once or twice while on the ground.
Clair, 38, was suspended and later charged with third-degree attempted assault and child endangerment, both misdemeanors, and harassment, a violation.
Authorities say Rice, Hotchkiss and MaGee witnessed the incident but never reported it to the state Office of Child Protective Services. Rice, a cottage supervisor who lives in the Bronx, is accused of facilitating the alleged abuse by holding the boy's legs and faces a child-endangerment charge.
”This is a very significant offense,“ Assistant Westchester County District Attorney Audrey Stone said. ”A child was put in physical harm.“
The incident happened in a classroom at Burr Cottage, which holds on-site classes for troubled boys who live in the residence. Stone said the boy was not considered a juvenile delinquent and was living at The Children's Village because he has no parents and was being neglected.
The boy no longer lives there and is believed to be a runaway. At the prosecution's request, Village Justice Steven Grant issued protective orders barring the staffers from contacting the boy.
According to court papers at the arraignment, Hotchkiss, a 59-year-old special-education teacher from White Plains, and MaGee, a 52-year-old teaching aide from Walton, N.Y., said they never saw Clair strike the boy. MaGee said he was standing in the doorway and only saw the boy being restrained.

Denver youth-facility staffer charged with abuse

Matthew Crum was working at a Denver treatment center for youths.
A residential treatment center staff member has been charged with sexually assaulting a 16-year-old client.
Matthew Crum, 31, was charged Wednesday with one count of sexual assault on a child, Denver District Attorney Mitch Morrissey said.
According to the DA's office, Crum worked at The Third Way Center, 9100 E. Lowry Blvd. in Denver.
The alleged assault occurred this past spring.
The Third Way is a treatment center that specializes in caring for high-risk, homeless, mentally ill and disadvantaged youths.
Crum was in custody at the Denver County Jail, where his bail has been set at $100,000.
He is scheduled to appear in Denver County Court on Friday to be advised of the charge.

Worker at juvenile facility charged with sexual assault

San Antonio police Tuesday night arrested a 29-year-old juvenile treatment center employee suspected of having sex with a 14-year-old boy who had escaped from the facility last week.
Thelma Nicole Miles was being held in Bexar County Jail in lieu of $10,000 bail. She is charged with sexual assault.
Miles was a medical technician at the Hector Garza Treatment Center, a medium-level security facility operated by Abraxas, a Texas Youth Commission contractor, according to an arrest warrant affidavit.
She reportedly told officials she picked up the teen at a cell phone store Oct. 28 after he escaped from the Abraxas facility in the 600 block of East Afton Oaks, then was sexually intimate with him at two different hotels and her own apartment.
On Monday, she took the teen to a Bell County home, and the teen's father told Abraxas staff about the allegations.
“This isn't something that we tolerate, and they're trained not to do that (have relationships with teens),” Abraxas spokesman Charles Seigel said. “Employees are clearly informed as to what is inappropriate conduct. Absolutely, this is something that concerns us.”
Staff reported the incidents to TYC investigators, who interviewed both the teen and Miles. She was terminated Tuesday and arrested around 8 p.m., officials said.
Miles, like all employees at the facility, went through an extensive background check when she was hired in May, Seigel said. She also spent two weeks in training, which included ethics and boundaries training, he said.
Although Miles was a contract employee, TYC standards still apply, agency spokesman Jim Hurley said.
“We have a zero-tolerance policy for this kind of thing,” Hurley said. “We would prosecute something like this to the very fullest extent of the law.”
