Instead, the world focuses on treatment or incarceration enforcing a societal and cultural stigma on drug users as the solution, which, as described in detail throughout this thread, only perpetuates the problem and only creates more of a need for treatment and incarceration. Because of this, any piece of public communication in support of the continuance of the current system, knowingly or not, is putting money into the pockets of people who feed off of the misery of the ignorant, unfortunate, and weak.
