Rocklyn academy- "Dr" Darryl Williams

Finally-looks like police are on to Darryl Williams-the so called admissions director of that hellhole. His charges are related to a beef marketing business. Hopefully they are investigating all his business dealings now, and I don't think it is going to take much of a forensic audit to uncover his crooked dealings there. And if convicted..hopefully he will not be employable anywhere near children. In Ontario, I believe you have to have a clear criminal record to work with minors. Hope he is shitting his pants, along with the rest of the admin people at Rocklyn.

Another report. Might be a good time if you or your parents feel you may have been a victim of fraud, or if he dispensed medical advice or prescriptions(he is not a medical dr)-call the grey Bruce OPP.

Two people from Grey Bruce Beef Marketing and All County Feed and Grains have been charged with fraud. O-P-P Constable Steve Starr says police have had an eye on the issue since January. The victims are mostly beef producers from Bruce, Grey and Wellington Counties. Mark Kuglin of Meaford and Darryl Williams of Chatsworth have both been charged with 13 counts of fraud over five thousand dollars.

Charges laid in alleged farm fraud

A farm marketing firm in Grey Bruce is alleged to have bilked farmers out of nearly a million dollars.

Two people connected with Grey Bruce Beef Marketing and All County Feed and Grains have each been charged with fraud.

Grey County OPP allege farmers were not paid for product sold to abattoirs and feed companies through the two local firms last year.

Constable Steve Starr says they started looking into the allegations back in January after a complaint from a group of farmers.

Police allege the total amount of the 13 alleged frauds is in excess of 750 thousand dollars.

The victims are mostly beef producers from Bruce, Grey and Wellington Counties.

A feed supply company in Waterloo Region is also listed as a victim.

38 year old Mark Kuglin of Meaford and 57 year old Darryl Williams of Chatsworth have both been charged with 13 counts of fraud over 5 thousand dollars.

Both men are listed as officers with the incorporated company.

Starr says they don't anticipate laying any further charges but they would like to speak with any other victims.

The Ontario Provincial Police are investigating a business linked to a beef marketing scheme that was promising producers as much as $2,000 for a steer that would fetch less than $1,400 in regular markets.

On Wednesday, Const. Steven Starr with the Grey County OPP confirmed a member of the detachment's crime unit is investigating All County Feed & Grain Ltd. and its operators Darryl Williams and Mark Kuglin but said he could not release any other details.

Neither Williams nor Kuglin could be reached for comment.

Established in 2006 by Williams and Kuglin, All County sold cattle and horse feeds and supplements. In April 2008, Williams and Kuglin launched Grey-Bruce Beef Marketing Ltd. The venture offered big prices for cattle raised on "an all-natural diet," free of antibiotics and growth hormones. They planned to sell locally produced beef to Ontario restaurants, stores and food services.

James McKinlay said he was among more than 20 producers who attended a meeting in Markdale in May to promote the venture to producers. "At that point they were targeting 10 head per week and of course it was a fairly attractive and I think the phone probably rang off the hook for them," says the Ravenna area producer.

In a Jan. 7 interview, Kuglin said the venture ran into trouble in the summer of 2008 when customers receiving a big shipment of meat sent to festivals in Ottawa refused to pay for it in full. Some of the meat was subsequently condemned because of labelling, he said.

On Sept. 22 the business' provincial cattle dealing license, issued June 16, 2008, was revoked because All County failed to pay producers.

Kuglin said he was a minority shareholder in the limited company and was forced out in December. Documents filed Dec.12, 2006, when the company was incorporated, show Williams as president, secretary and treasurer.

In January All County closed the doors of its Markdale area location.

McKinlay said he's owed payment for 14 head of cattle. "Fortunately we're not into it in huge numbers but it's still significant."

Brian Tulloch, a Meaford area beef producer who supplied cattle to the venture since its launch, said he's owed $30,000.

Doug and Lois McComb and their son Dan, who farm near Chatsworth, lost more than $100,000.

McKinlay thought he was protected by the Ontario Beef Cattle Financial Protection Program but found out he didn't qualify because he had agreed to terms of payment not allowed under the program.

Administered by the Ontario Ministry of Agriculture, Food and Rural Affairs, the program licenses cattle dealers and maintains a financial protection fund that compensates producers when a licensed dealer defaults on payment. To qualify for coverage, producers must obtain payment within two days of sale or within two days of grading a carcass and not to extend credit to a dealer. Otherwise a claim to the financial protection fund may be refused.

Ministry spokesperson Susan Murray said she could not comment on whether OMAFRA's regulatory compliance unit is considering an investigation into All County. "There are claims being made and different things going on; we just can't comment on what might be happening – on specifics." BF

 (Chatsworth, ON.) – Grey County OPP has laid criminal charges following an investigation into the activities of a local marketing firm.

 

The investigation began in January, 2009 when a complaint was received alleging that a group of farmers had not been paid for product sold to abattoirs through a Grey County based marketing firm known as Grey Bruce Beef Marketing Ltd. and associated company All County Feed and Grains.

 

After a lengthy investigation by the Grey County OPP Crime Unit two men listed as officers with the incorporated company have been charged with multiple counts of fraud. The frauds are alleged to have taken place during 2008 and involved failure to pay for beef and or related feed products with victims, mostly beef producers, identified in the counties of Grey, Bruce, and Wellington.  A feed supply company in Waterloo Region is also listed as a victim.  The total amount of the 13 alleged frauds is in excess of $750,000.00.

 

Mark Kuglin (38) of Meaford was arrested and released on the 6th of August with an undertaking. He is scheduled to appear in the Ontario Court of Justice-Owen Sound on the 22nd of October, 2009.

 

This afternoon (12-Aug-09) Darryl Williams (57) of Chatsworth Township, the director of the companies, was arrested without incident and taken into custody. He is scheduled to appear for a bail hearing tomorrow in Owen Sound.

 

Both men are charged with 13 counts of the Criminal Code offence of Fraud over $5,000.00

 

The investigation is continuing and anyone with information that might assist in the investigation is asked to contact Grey County OPP or Crime Stoppers.

The police bulliten mentions he was taken into custody without incident. His bail hearing is today I guess. Doubt he will have trouble making bail, but its a small community and word travels fast.

I doubnt Rocklyn would care a lot about having a criminal work with children..... hell they'd probably feel it was an asset to have someone experienced in fraud help them with their books. HOWEVER, fraud over $5000 can come with a maximum sentence of ten years in prison. http://www.bankofcanada.ca/en/banknotes ... _fraud.pdf

Lets see how he likes being locked up! Maybe he'll do something to cause him to spend some time in isolation.... then maybe he'll understand what RAMP 3 is like.

I used to wonder how these people slept at night. I will always wonder to what extent his alleged criminal activities were part of his persona at Rocklyn, at to what extent other admin staff knew or participated. In one article a year ago he refers to himself as a retired medical doctor, another article refers to him as a retired vet. He is and never was either.  Hopefully the police will look at this place with a fresh eye, and worse..lol..Revenue Canada. None of the girls there had committed crimes more serious than the one he is alleged to have committed, yet they were treated often cruelly, with contempt and with disregard for their safety. They were there because what..they had addiction issues?? though he claims they don't treat them there. With mental health issues. With family issues. Because they fought with their families, skipped classes..couldn't perform academically? HAd ADHD. OCD? Good god, what a waste.

One thing that I have been puzzling about, reading this tale over and over again, is why on earth these cows were supposed to be fed a predominantly grain diet. If Williams were actually a veterinarian, as some accounts allege, he would have known that cows -- being ruminants -- do best when their diet contains adequate cellulose, e.g., grass, hay, and other coarse forage materials. That's how their stomachs and digestive routine have evolved for thousands and thousands of years.

If cows are fed a predominantly grain or silage diet, the ingested material doesn't spend enough time being processed, and doesn't get processed correctly (meaning there's little/no of that essential chewing of the cud). This leads to inefficient extraction of nutrients, not to mention potential infection and discomfort to the cow due to an unhealthy consistency of excreted matter.

Perhaps the answer lies in just how All County Feed and Grains was best able to turn a profit. You can't make a killing selling hay. Darryl Williams and Mark Kuglin were, of course, also co-owners of that enterprise. They suckered these farmers both coming and going.

Grey County OPP have charged two men with 13 counts of fraud over $5,000 in what police say was a failure to pay farmers for their beef in excess of $750,000.

Police started an investigation in January after receiving a complaint alleging "farmers had not been paid for product sold to abattoirs," Const. Steve Starr said in a news release Wednesday.

The fraud is alleged to have taken place during 2008 and involved mostly beef producers in Grey, Bruce and Wellington counties. A feed supply company in Waterloo Region is also listed as a victim.

Police charged Mark Kuglin, 38, of Meaford Aug. 6 and released him on an undertaking. He is scheduled to appear in Owen Sound court Oct. 22.

Wednesday Darryl Williams, 57, of Chatsworth Township, was arrested without incident and taken into custody. He was scheduled to appear for a bail hearing yesterday in Owen Sound.

Williams was director of the Grey County-based marketing firm, Grey Bruce Beef Marketing Ltd. and associated company All County Feed and Grains.

Both men are charged with 13 counts of fraud over $5,000.

Police confirmed in February they were investigating the Markdale-based beef marketing business, which was launched in 2008 promising to fetch local producers hundreds of dollars more than regular market value for cattle raised on "an all-natural diet."

The Sun Times reported Williams was the owner/operator of All County Feed & Grain Ltd.

The story about the police investigation said Williams and his former business partner, Mark Kuglin, also ran Grey-Bruce Beef Marketing Ltd., which started in April 2008 with plans to sell local beef to Ontario stores, restaurants and food services providers.

According to an online Better Farming article, Williams was promising beef producers as much as $2,000 for a steer that would sell for less than $1,400 in regular markets. The catch was the cattle had to be on "an all-natural diet," meaning they were free of antibiotics and growth hormones and predominantly fed grain. Close to two dozen producers took Williams up on the venture by late May 2008.

Williams told the Toronto Star in July that he had secured a contract to supply 100,000 hamburgers from 85 animals to three Ottawa music festivals, a lucrative deal signed just two months after opening.

The problems, according to Kuglin in an interview in February, started shortly thereafter when the festival organizers allegedly didn't pay in full.

By September 2008, Williams had his provincial cattle dealing licence revoked for failing to pay producers, an Ontario Ministry of Agriculture, Food and Rural Affairs spokeswoman said.

Police are still investigating. Anyone with information that might assist in the investigation is asked to contact Grey County OPP or Crime Stoppers.

Interesting Ursus-thats my understanding too. He is not a vet or a dr. I contacted the  governing bodies for those professions. He is not, never was-though the kids and parents were led to believe he was a dr. He apparently has a PHd in medical sciences from Florida(who really knows-not like anything he says pans out), not even close to an MD.

Interesting , but we were told the meals were all organic-there were cows in the barn at the school. The food was awful, mostly carbs.So he got to sell the beef to Rocklyn too I guess.

Somehow, Darryl managed to get the Heart and Stroke Society to give his beef a healthy seal of approval-according to some study which showed high omega 3's or something. Wonder how embarassed they are. I wonder where the hell he had that study done. ::)

The next time you’re thinking about throwing a juicy steak on the grill, a local business is also hoping that you think about health.


The idea for Grey-Bruce Beef came from the owners of the All County Feed and Grain Company who wanted to help keep beef close to home.


In turn, their beef is the first in Canada to get the Heart and Stroke’s Health Check approval.


“When you taste our meat, without salt or marinade, people always switch,” said president Darryl Williams, who co-owns the company with Mark Kuglin.


He said the beef raised in Elmvale, Stayner and Grey County is naturally grain-fed. They are growth hormone-free, antibiotic-free and implant-free. It’s going back to the way our grandfathers farmed, said Williams.


This makes the meat low in sodium, low in fat, free of trans fats, high in omega-3 fatty acids and high in selenium, said Williams.


He was so confident in his product that it was taken to an independent lab for testing that has shown some health benefits. That’s when the Heart and Stroke Foundation decided to endorse the product.


Williams said he doesn’t mind paying farmers a premium for a healthier diet and a humane lifestyle for their AA stock before it ends up on a plate.


“Our premise is farmers should be paid a premium to turn a profit,” he noted.


Cattle are born on the local farm and only have to leave when it’s time for processing, which is done in Walkerton.


Williams said his beef is good for consumers, and it’s unfortunate the public has learned to distrust red meat over the past few years.


Locally, Grey-Bruce Beef is available on the menu at Michael and Marions, and Fitzy’s Crabshack and Wine Bar.
