Cosponsored by Ted Kennedy, no surprise there...  probably hoping that the next time he goes drunking he can get off by saying "the disease made me do it!".  Thankfully, it died before going anywhere.  I doubt it would have passed anyway.  The supreme court already ruled on it in 88, finding that even if alcoholism was a disease (which they noted there was strong evidence to the contrary) it would not excuse people from personal responsibility for their actions.
