She was actually abducted by aliens, probed, and been mind controlled to say it was the C.I.A.

She was actually mentally ill before the CIA got to her. They (CIA) test this stuff on the lower hanging fruit (if you know what I mean) before utilizing or implimenting it for national security or foreign defense. The mentally ill have always been used as the initial test cases to get a read on how effective new procedures are.
