34 Jesus answered them, Truly, truly, I say to you, Whoever commits sin is the servant of sin. 35 And the servant stays not in the house for ever: but the Son stays ever. 36 If the Son therefore shall make you free, you shall be free indeed. 37 I know that you are Abraham's seed; but you seek to kill me, because my word has no place in you. 38 I speak that which I have seen with my Father: and you do that which you have seen with your father.

The game is all about self-interested behavior and in its original formulation is called the Prisoner’s Dilemma. Two prisoners face these outcomes: they betray each other (each gets ten years), they stay silent (each gets five years), one betrays and the other stays silent (the betrayer walks and the silent partner gets ten years).
Joe teaches the Prisoner’s Dilemma in school meetings with the aim of convincing the kids that it’s always best to betray one’s peer (be a “brother’s keeper”). On the face of it, he’s right:
Betrayal = freedom or ten years (all or nothing).
Stay silent = five years or ten years (half or nothing).
Obviously, playing all or nothing is better than playing half or nothing, when your chances of getting nothing are 50% in each case.
The trouble with Joe’s analogy is that as the number of brother’s keeper increases, so do the odds of a double betrayal. If everyone is a brother’s keeper, everyone gets the maximum punishment of ten years. You are better off betraying only if there are few brother’s keepers around or if you are pretty sure your peer will not betray you. It’s a lesson in crass opportunism.
