Found in a 2005 issue of Montpelier Magazine ('Monty'), a publication put out by James Madison University:  a piece written by a then recent graduate, reminiscing about his time as an AYA counselor in the summer of 2002.

Prior to being known as Alternative Youth Adventures, they were known as Correctional Connections, Inc. and/or Correctional Connections Corp.  Here is a piece of public record in which they petitioned for the right to act as juvenile delinquent transporters.

Decision No. C01-0864

BEFORE THE PUBLIC UTILITIES COMMISSION OF THE STATE OF COLORADO

DOCKET NO. 01A-344BP-Extension-TA

THE APPLICATION OF Correctional Connections, LLC FOR TEMPORARY AUTHORITY TO EXTEND OPERATIONS UNDER CONTRACT CARRIER PERMIT NO. B-9800.

        COMMISSION ORDER GRANTING
        TEMPORARY AUTHORITY

Mailed Date: August 22, 2001

Adopted Date: August 22, 2001

   1. BY THE COMMISSION:

         1. Statement

               1. On August 2, 2001, Correctional Connections, LLC ("Correctional Connections"), filed an application for temporary authority to extend operations under Contract Carrier Permit No. B-9800 as follows:  Transportation of juveniles in custody or placed in a locked setting pursuant to orders of the Courts; and the parents of such juveniles, between all points within the State of Colorado.  The application was restricted to providing transportation services for Community Corrections Corp., doing business as Alternative Youth Adventures, Inc., Montrose, Colorado.
               2. The Commission gave notice of the application on August 13, 2001.
               3. There are no interventions opposing a grant of the application.
               4. Pursuant to § 40-6-120(1), C.R.S., the Commission is authorized to grant temporary authority when "there appears to be an immediate and urgent need to any point or within a territory having no carrier service capable of meeting such need."
               5. Applicant must meet a two-fold test: first, that there is an immediate and urgent need for the transportation services, and second, that there is no existing carrier capable of meeting the need.  If Applicant fails to meet either test, the application must be denied.

         2. Findings of Fact

               1. The support filed on behalf of this application consists of a letter from Robert Omer of Community Corrections Corp., doing business as Alternative Youth Adventures, Inc.  Mr. Omer states that Alternative Youth Adventures hopes to begin using the services of Corrrectional Connections as quickly as possible.
               2. The very specialized service provided by Correctional Connections limits the number of passenger carriers that would or could provide a similar service.

         3. Conclusions

               1. An immediate and urgent need for the requested transportation services exists, and there is no other carrier capable of providing the service.
               2. Applicant has adequate equipment and financial resources to begin immediate service within the scope of the authority sought.
               3. This application for temporary authority is in the public interest.
               4. Applicant is advised that the grant of a temporary authority creates no presumption that a permanent authority will be granted.

   2. ORDER

         1. The Commission Orders That:

               1. Correctional Connections, LLC, is granted temporary authority to extend operations under Contract Carrier Permit No. B-9800 for a period of 180 days commencing from the Mailed Date of this Order.  The temporary authority is set forth in the Appendix.
               2. Correctional Connections, LLC, shall operate in accordance with all applicable Commission rules and regulations.
               3. Correctional Connections, LLC, shall not extend operations until it has filed the proper tariff and notice in writing has been received from the Commission that it is in compliance and may begin service.
               4. If Correctional Connections, LLC does not comply with the requirements of this Order within 30 days of its effective date, then the temporary authority to extend operations shall be void.  For good cause shown, the Commission may grant additional time for compliance if the request for additional time is filed within the 30 days.
               5. The 20-day time period provided by § 40-6-114(1), C.R.S., to file an application for rehearing, reargument, or reconsideration shall begin on the first day after the Commission mails or serves this Order.
               6. This Order is effective on its Mailed Date.

         2. ADOPTED IN THE COMMISSIONERS' WEEKLY MEETING August 22, 2001.
