Petition - this is for the purpose of supporting End Institu

Does anyone know when the best time is to send petitions out? Does anyone have a way to copy signatures on this to send out to their representatives? Also, to add more from the public out on the streets how would that work?  and last, if this bill is not going to pass what can we do?
