http://www.bhg.org/system.htm -- means where ODADAS fits into the picture in Ohio with respect to the other agencies. In other words, all county and local agencies answer to them.

Ever wonder why khk had an average annual budget in 2003 that exceeded $800,000? Sitting in chairs all day and being cooped up in host homes doesn't seem like it should cost that much. Look at the khk IRS form 990's. http://www.guidestar.org (tri state drug rehabilitation and counseling program) If the parents are footing the bill, then where does insurance fit in and to what extent? Where's the "expense" involved at khk? Does anyone know why this program charges each family more than $20,000 and then claims that sitting in chairs and living in host homes costs SO MUCH? According to the 990's, none of the "employees" there get paid more than $50,000 per year. Even if there were let's say... 10 paid employees getting $49,999.99 per year that's only $500,000. There's no way that 10 employees at khk get that much. The only one reporting income on those  990 forms is Penny Walker and that's over $75,000/year plus a hefty "expense" account. How is sitting in chairs so expensive? Also, why does it say that the building cost $613,797 plus the land at $75,000... tri state bought all that from the straight foundation 12 years ago for $300,000. ????? Furniture $113,000? Less depreciation of $102,079? ??? Aren't they using the standard plastic chairs? What's going on here?

I've often wondered the same thing. In 1983, the KHK building in Hebron was in bad shape. There wasn't even heat in the rap room. However the expenses incurred by parents were comparable, if adjusted by inflation, with today's figures. You might want to post this question on a fresh thread, just to draw more attention to it.
