Apr 1992- AAA owned by CHE.
"Working here is a dream come true". This enthusiasm is common to Special Purpose Schools and Programs, and very understandable for several reasons. First: Paperwork, red tape, and regulations are kept to a minimum. This is a refreshing change for those staff who came from hospitals and treatment centers where the need to meet regulations sometimes overshadows the needs of the residents. ? Oct 1994-Inc Magazine- Growth Strategies
Can you diversify into related but growing fields? That's the strategy that launched Aspen Health Services, of Huntington Beach, Calif., #413 on this year's list. Aspen's business has its roots in College Health Enterprises, which operates residential psychiatric hospitals for troubled teenagers, a market that is experiencing at least temporary overcapacity as insurers crack down on mental-health expenditures. "It's been tough," says Elliot Sainer, who is president of both Aspen and College Health, describing the "tremendous contraction" College Health's industry has seen. "We're just going to fight to be one of the survivors."
That's why Sainer helped found Aspen, which offers what it calls "outdoor therapy": trips for teenagers that combine wilderness living with traditional therapy. While that related market taps its founders' knowledge, contacts, and skills, Aspen is able to grow by selling insurers on a product that is short-term and intensive -- and thus may cost less than a longer hospital stay.

Mar 1996- Inc Magazine-  Public Relations: Planning Damage Control
A CEO explains the importance of developing a public-relations strategy before a disaster strikes.
Don't wait until disaster strikes to whip up a public-relations strategy. Elliot Sainer, CEO of Aspen Health Services, a wilderness therapy program for troubled teens in Huntington Beach, Calif., already had a publicity plan at work when a teenager died while at a competitor's program in 1994. Still, Aspen beefed up efforts to battle the onslaught of bad press.
As kids withdrew from Aspen's program and new-business calls dropped by 20%, Sainer added an employee to his in-house public-relations team. Already hard at work touting Aspen's safety record to those who referred new business to Aspen, the team sped up the distribution of information on graduates' progress and turned the annual newsletter into a quarterly.
Next, Sainer agreed to a story request from U.S. News & World Report. "We were seeing our industry getting slammed," he says. He allowed the reporter to join one group at the end of its program, when the participating teens are happiest. Sainer was pleased with the article and mailed copies to more than 200 referral sources. Today Aspen is back on track with about $6 million in 1995 revenues and with incoming calls back to normal. Sainer credits the company's survival to the strategy.

Jan 1999- Unhampered by Wall Street's sour attitude toward health-care investments, Frazier & Co. has raised $220 million to form the largest private equity fund ever assembled in the region.
The Seattle firm will funnel the money into a national portfolio of venture capital and corporate deals across the spectrum of health services and medical technology, said managing partner Alan Frazier. The fund, completed this month, is now the third-largest health-care fund nationally.
Frazier & Co. has already made its first investment from the new fund. It initiated plans to build a large company providing treatment programs for at-risk youth, and selected Los Angeles-based Aspen Youth Services Inc. as the base for the strategy.

Dec 1999- Aspen Youth Services Divests Adjudicated Program
Contact: Larry Stednitz Sen Dir of Alternative Youth Adventures.
AYA is a subsidiary of AYS, merged with Community Education Centers of New Jersey- leader in adult corrections. Enable CEC to focus efforts on juveniles.
AYA operated programs in Utah, Montana, and S Carolina for adjudicated youth. Modeled after AAA, in just four and half years, AYA grew from a very small program to one of the largest backcountry-based programs in the country. Currently it operates four programs in three states, serving nearly 200 youth every day and is developing a fifth program.
Programs developed by the merger will not retain the Aspen name; they will be called Alternative Youth Adventures, or ?AYA.?
Of particular interest to consumers is that the Montana, and Utah program has recently begun to open ?AYA? to the private market. They will continue to focus on adjudicated youth, now accepting referrals both from the states as well as from professionals in the private pay sector.

Feb 2000- Sainer on ?Youth Services Committee? of NAPHS
Launches Advocacy Campaign to ?Make Behavioral Health for Youth a Priority?. Campaign is under the direction of the NAPHS Youth Services Committee, chaired by Elliot Sainer.
?The Lewin report and analysis by our Board and the NAPHS Youth Services Committee confirm what we are hearing from many venues ? including the recent report on mental health by the U.S. Surgeon General.
[Note: ? there is only weak evidence for their effectiveness (of RTCs)
http://www.surgeongeneral.gov/library/m ... #treatment ]
Treatment works, but not all young people have equal access, coverage, or opportunity to use the services we know can help improve their lives,? said NAPHS Executive Director Mark Covall.
According to the Lewin report, approximately 20% of children and adolescents (or about 11 million youth ages 9 to17) have a diagnosable mental, emotional, or behavioral health disorder, from attention deficit disorder and depression to bipolar illness and schizophrenia.  Many children and youth simply ?fall between the cracks? of the major systems involved in delivering care, which include education, child welfare, and juvenile justice, and mental health and substance abuse authorities, the Lewin report finds.  One study suggests only 11% of children at risk receive services in a mental health setting.
The NAPHS-commissioned Lewin Group report provides baseline information on current knowledge and thinking about care for youth with psychiatric, emotional, and behavioral problems. The report is based on a literature review, tested and reinforced by extensive structured interviews with members of the NAPHS Youth Services Committee (comprised of leading providers serving children and youth).

July 2000- The Eduventures.com Daily Newswire, featured AYS. The article estimated about $58 billion is spent each year in the US ?providing services to children who are troubled or who have special needs.? However, barely 5%, or $3 billion, is provided by the private sector. Since 1994 juvenile crime has been falling, that opens money and resources ?to treating juvenile problems before they became manifest in criminal behavior.? Aspen Youth Services was used as an example of a company that is getting posed to take advantage of this demographic shift. Elliot Sainer, CEO and President of AYS was quoted as saying ?I define at-risk children as a broad spectrum of youths who are at risk of not leading productive lives.? Aspen?s strongest growth is in the area of special education schools. He estimates revenues in 2000 will reach $55 million, a 40 percent growth over 1999, a combination of acquisitions and ?same-store.? It also reports about 55 percent of their total revenues are ?private-pay.?

April 2002- Eduventures, ?The Emerging Education Industry?
The opportunity to provide drop out recovery and at-risk services in independent settings also emerged as one of the earliest bridges for educators into ?private practice.? The US DHHS
estimates that at least one in ten children (approximately six million young people) may have serious emotional disturbance, a common factor in the at-risk population. The desire to serve these students created opportunities for entrepreneurial innovators such as??, and Elliot Sainer at AYS (now Aspen Education Group). These early pioneers in the at-risk market created private alternative programs or contracted with schools to provide specialized services for children who could not succeed in mainstream classrooms.

April 2002- AEG obtained $15 million in additional funding from Warburg Pincus-global private equity firm. The additional funds will be used to ?promote company growth, while permitting Aspen to expand both its geographic reach and programs for its clients. Along with our two existing equity sponsors, Sprout Group and Frazier & Co., we are very fortunate to have three strong financial partners who support the work that we do with youth and their families,? according to Sainer.

May 2005- Aspen Youth Services changes name to Aspen Education Group
"This emphasis on education simply recognizes the many learning opportunities that are inherent in all of our programs," said Elliot Sainer, President and CEO. "Even though we will continue to focus primarily on youth under age 18, this name change will allow us to explore other growth opportunities in this sector. We will continue to focus on our strength, which is offering private pay education programs for families and students across the country who need our services," said Sainer.

Mar 2006- Sainier Interview with Lon Woodbury
In respect to the major threats to the private, parent-choice industry of residential schools and programs, Lon Woodbury pointed out that he sees two main ones: "First, we have disgruntled ex-students who are trying to tear everyone down, and second, I see the possibility of state and federal regulations becoming oppressive or draconian."
Sainer agreed with Woodbury's assessment, but added that he sees a third threat to the industry. "You mentioned two of the three I was going to mention; however, I also believe there is a third, which is negative media attention. In response to these threats, Aspen is taking an active role with organizations like NATSAP and working with lobbying organizations in Washington DC, not only those with influence on the federal level, but also on the state level. Idaho is one example where we provided a lot of input on the establishment of regulations over outdoor programs because we would like to raise the bar, providing as you (Woodbury) say, it doesn't become draconian. Personally, I am not opposed to regulations. Aspen has also addressed the threat of negative media attention by attempting to increase our media presence over the past year. We feel it is important to provide accurate information to help shape a more positive story in the media, which also promotes a better understanding of the industry."

2005- At Brian Center for California State Assembly site:
Each Aspen program is unique because the needs of each student and family are unique. We create individualized learning/growth plans for our students based on clinical assessments so that each family can achieve the academic and therapeutic goals we set together. We use research- and evidence-based practices to help our students successfully meet their individually-tailored goals. We look at young people from a 360 degree perspective ? as an individual, a student, a family member, a friend, and a member of the community ? so that they can return home believing in their ability to succeed in all areas of life.
We look forward to working with community-based organizations and sharing with them some of the lessons we have learned in how best to work with young people and families. We are eager to share ways in which teachers and families can help young people identify and advocate for their unique learning styles. We look to assist families in developing healthy parenting skills, through such things as our FamilyIQ website and Aspen?s parenting seminars. We believe that the challenges we face today require us to put all of our resources together, because the future of our communities ? that is, our young people ? depend on it.
How do we know we are succeeding? Certainly statistical measures such as decreased incidence of substance use and other measurable behavioral changes are important. In fact, Aspen Education Group has pioneered clinical outcome based research with two independent organizations. These studies demonstrate that upon admission into Aspen programs student scores are at high levels/acute levels of emotional and behavioral dysfunctions. Yet upon graduation and through to one year, these same students score at the normal range with their emotions and behaviors on a strong, healthy foundation. We also look at our schools? academic successes, such as test scores and college enrollments.

Why seven directors in seven years???  What happened to "loving" working there?

Seriously, this is typical.  Directors will resign just before the point that their fraud/incidents catch up with them.  Obviously, this place has BIG PROBLEMS if it can't retain the highest paid guys in the organization.

Think about it.  The ones that have real responsibility and accountability for the "program" don't last more than a year - they leave just before things blow up in their faces.

Then the "new guy" says "We've changed!"

Just look at ASR.  They've had some of the most notorious child abusers in the industry as head men and all were forced to leave under ethics clouds...  Yet ASR has never had to account for their massive failures - just the way it is intended to be run.
