I agree- these centers should not be allowed to operate if they have charges pending against them. Furthermore, the Whitmore, Cheryl specifically, should be charged with multiple felonies.
In my opinion, Utah is too lax in their efforts to control these centers. As I have been told by the authorities, "We don't have enough manpower to monitor everything." The Whitmore situation is obvious to the authorities and still they are allowing operation.
I can't understand how, as in the case of Ian August, any center is allowed to reopen under another name. Utah neededs to get a clue and take care of this problem and quit sitting on their hands.
