Foundation for troubled teens in Samoa will offer financial help for some locals to attend

A new facility for troubled male teens in Samoa says scholarships will be offered to suitable applicants.

The Manuia Foundation has just opened its campus on Upolu to rehabilitate delinquent boys aged between 13 and 18 years of age.

Proprietor, Alema Fitisemanu, says there’s been international interest in the inaugural five month programme, which begins in October.

He says although appealing to the wealthy, with a daily charge of $400 US a day for the programme, scholarships will be on offer.

    “This programme is a great programme. It’s basically a very high end programme but we’ve also set aside, knowing a lot of our ethnic families wouldn’t be able to afford this programme, we started a non profit foundation in the United States and in Samoa, to raise money so that we can scholarship kids that we select that we know would definitely thrive on the programme, but can’t afford it.â€

His daughter sometimes signs in on his name. He said that she spends every weekend at home with him. He claims they have a close relationship and are like "best-friends". I think it's his daughter, she's been signing on a lot lately talking about her program. She really hated it a lot. But now she lives with her dad on the weekends??? I don't get it?!?!?

In the WWASP group we were investigating a program, but it did not seem to be WWASP. Some rumors are talking about them expanding on another continent.

Could it be the same program, you are discussing?

Mr. Cartisano was last seen in that area of the world and until someone travels out there  and pull the pants of every person named in relation with the program, I think people should be concerned.

We do not even know if the place has something to do with Pacific Coast Academy located in the same town.

Might also notice the Sudweeks, were involved with Steve Cartisano.
The Sudweeks who ran Whitmore Academy who had been ran out of Canada, Mexico, and plea bargained for Abuse in Utah.
If these birds of feather who flocked togeather open a place, or either one of them, it would be a injustice for any youth enrolled in the program, thanks for the information.  We need to keep an eye open on this new place.

Given there is nothing to stop the Suds from opening a program in utah, as long as it's not in Juab County - it seems logical that is where they will do so.  Operating programs out of the U.S. is going to get very difficult in the near future.

There are a couple of small, potentially coincidental pieces of this puzzle which might point to Steven Cartisano's involvement here.  The Utah connections appear to be there, no surprise here.  However, two other locations that Cartisano has been known to be active in recently are Arizona and Oklahoma.

Regarding previous program (now defunct), Pacific Coast Academy (2000):
Steve Cartisano (aka Steve Michaels) of Arizona and Lonnie Fuller who is said to be still in samoa. Neither of them is on the telephone directory, nor is that other company they are supposed to represent, Pacific Coast Academy."

"The problem though is that Cartisano is no longer around. He has returned to
the United States where he could not be reached for a comment. But before he
left, he managed to cash a string of US bank cheques in a local bank
totaling about $25,000 and using New Hope Academy as guarantor.

Issued by OSU Community Federal Credit Union of Oklahoma to "Stepehn
Cartisano", all the cheques were returned as there were no funds to cover
them. Wakefield said he had since paid the debt to the bank in installments
"to protect the integrity of the bankers involved." Now he wants Cartisano
to pay back the money so that he could pay his local creditors."

"Although the programme's Web page lists a Mesa, Ariz, mailing address, Mesa city officials say they have no record of a business license for the academy, or Pacific Coast Foundation, a so-called "outdoor intervention referral service" using the same phone number as Pacific Coast Academy (PCA).

PCA bills itself as a nonprofit organization, and all non-profits in Arizona are required to register with the secretary of state's office. The state has no record of either the academy or foundation. The toll-free phone number for PCA rings through to an office in Stillwater, Okla, where Cartisano resides much of the year. However, a statement sent to The Salt Lake Tribune via e-mail maintains Cartisano has no involvement in the operation of PCA."

Finding info on Pacific Coast Academy is difficult since it no longer exists, there is now some television program by that name (and that website), not to mention the Dance school and Martial Arts Schools, etc. etc. etc.

Yet another strange Polynesian-Utah Mormon thing. Besides this bunch of Samoan Mormons doing their teen behavior modification thing in the south Pacific, there is also the infamous Ah Quin family of Polynesian Mormons who are deeply involved in Liahona Academy and several other Utah programs.

What a strange outcome from past Mormon missionary activity in the Pacific islands -- who would've guessed that someday the descendents of those converted island natives would make their fortunes by abusing and brainwashing American teenagers.

I have tons of info regarding Pacific Coast Academy and the unfamous Steve Cartisano, AKA, Steve Michael's, Scott Richard's.  

It wouldn't surprise me if Cartisano was somehow involved with this 'new' program.

There is a program that is part of "The Aspen Collection" called New Leaf Academy (2 schools, one in Oregon, and the other in North Carolina, I believe), which does not appear to be related.

Both Manuia Plantation and the now defunct Pacific Coast Academy (Steve Cartisano) emphasize similar "core values," i.e., pulling in immersion in Samoa culture and family values as a means of helping a teen cross the bridge into manhood.  They also share similar website management patterns of having sections perennially "under construction."  It may be too early to tell in Manuia Plantation’s case, as the program is just starting up.  Keep on eye open though... Currently zippo in the photo gallery and video testimony sections.

The 2 new leaf's are not related. new leaf Academy used to be called Green leaf. It was always for young girls and started in oregon not utah

To any Mormons who read or post- is there a big mormon Community in Samoa? It seems to be the first place that ppl like Cartisano go when they are run out of America?
if there is a big mormon community there, is there any way of educating it on what happens in these programs?

Dr. Merav Nagel has a MA with a 4.0 GPA in Educational Psychology from Haifa University, Ph.D. in Sport Psychology from UNAM and yet another Ph.D. with a 4.0 GPA in Clinical Psychology from Westbrook University. Dr. Merav is fluent in English, Hebrew and Spanish. She served as an Officer and a Captain in the Israeli Defense Force and brings her military and physical fitness to Samoa's outback.

The references to her work at ISU in the previous post sound legit, albeit a bit strangely focused on stretching the limits of physical endurance and an anti-obesity slant.  The position at Manuia Plantation is a bit wacko, and the one at NACD... well, see this thread for more on NACD:
