When the Coalition Against Institutionalized Child Abuse (CAICA) was founded its main focus was to inform parents and the public about abuse in residential programs for children and teens. Though this is still our focus today, we realize we must do more than that - we must work to help parents in finding safe options. Therefore, we are working with people who we find to be credible and whose main focus is the best interest of the children and their families.

Pay particular attention to the pictures of the girl and boy sitting in a car. Don't they look like "happy campers" on their way to Disneyland instead of some private mommy-mandated lock down facility? They do to me. Hell, the boy is even chatting on his cell phone. Wonder who he's talking to. The programs admissions rep? Letting them know what time he'll be arriving and what his favorite 3 a.m. snack is (warm milk and 4 double chocolate chip cookies)?
Honestly, if this wasn't such a serious subject, I'd be laughing my ass off at the absurdity of it all. What is Ms. Zehnder promoting here? And WHO are these "credible" persons she works with and the "safe options" she's recommending?

Terry?s daughter was transported by Lorraine to Ironwood in Maine, a facility known to build the children up, not tear them down.
Isabelle - is this your opinion and if so, what are your qualifications to assess residential facilities for children and teens? On your own website, you list a varied history of employment and volunteer work, but nothing that involves or even comes close to working with children and teens in a residential treatment facility or program.
You do realize that children have died in programs touted as the "best" in the industry? Catherine Freer Wilderness, for one.
"Building children up, not tearing them down" is a catchy phrase. But what does it really mean?

My response to a request for info from UK child protective services about my formal complaints filed against Wayne Stinson, Ironwood's intake manager.
Please note that I am 53-year-old mother. I am NOT Mormon and have lived in Escalante, Utah for the past six years. Prior to moving here, I was a business consultant in northern Arizona. I'm currently in the process of moving out of Utah due to the Mormon culture which includes rampant child sexual abuse, male dominance, submissive females and polygamous relationships (it's not just Warren Jeffs). The Utah social system does not work around laws or morals of rights and wrongs, rather, its priorities are connections to the Church and the family (all families are inter-related due to polygamy and Utah's past isolation from non-Mormons).
Wayne is currently the Intake and Intervention Manager at the new Ironwood Maine Residential Treatment Center for teens. In 2004, I worked with Wayne at Turn-About Ranch (TAR) in Utah, a similar teen facility. At TAR, Wayne was also the manager of their intake center which is called Roundy.
On Saturday, June 26, 2004, while working with Wayne, I witnessed, and was involved in, several events which ultimately led to my formal written complaints with the State of Utah DHS Office of Licensing, Utah Child Protective Services, and Garfield County, Utah Sheriff.
As a local resident, these facts are commonly known about Wayne: He is a Mormon. He was a police officer in the Salt Lake City metro area and was a wrestler. He was not divorced, but lived alone in this remote region, separated from his wife in northern Utah (6 hours away). While working at TAR, he worked as an undercover agent for the Sheriff's Office which is 90 miles away (generally, there is no law enforcement officer in Escalante at all, they're hired, but soon leave).
As a TAR employee, these facts are commonly known: Wayne is an alcoholic and was disciplined several times by TAR for drinking on the job. Prior to my complaint, TAR had disciplined him several times for wrestling with male students. The Roundy facility was called "Wayne's World" where every staff was submissive to him. Most employees choose not to work there. He broke whatever TAR rules or state laws he desired.
The following are the "Wayne" points from my complaints:
While alone with two female students (approximately 15 years old), one complained of an aching back as a result of wrestling the previous night with Wayne. Wayne suddenly appeared from out-of-nowhere and boomed, "Yes, we wrestled, and I won, didn't I?"
After that, Wayne assigned me to stay in the front of the cabin with three students who could not leave their area while Wayne took two females to the backside of the building. One of my students asked for her sweater, and since everything had to be approved by Wayne, I went around back to find him.
As I approached, he was turned away from me, but the two female students had eye contact with me. As the "not-so-pretty female" watched, Wayne stood within inches of the very beautiful one with whom he had wrestled the night before. She had one hand on one side of his throat, and Wayne was instructing her to put the other one on the opposite side. She told him, "I don't want to." He picked up her hand and put it there, and then proceeded to twist her around, drawing her into a full contact body slam hold. It was then that he saw me.
A few hours later, Wayne tried to instill in my mind that I was a coward. There was a lot of lightening that day, and we were in a tall Ponderosa Pine forest. Wayne and all students returned to the cabin's front porch. He told everyone that I was a coward because the day before he'd heard me on the radio saying I was bringing my kids back to the Barn facility due to lightning.
Thereafter, with every thunder clap, Wayne came over to me and called me a coward. Then, the thunder continued, but Wayne stopped. I said to him, "Go ahead and say it." He responded, "I don't have to anymore, because every time you hear thunder you will think you are a coward." I laughed, and said, "You have no idea what I'm thinking." I was actually fully aware of his mind control techniques and was thinking that this guy is nuts and just wants me to be a coward due to the mornings events. All of this transpired with students all around us.
On the night of the wrestling match, there were no female staff members at Roundy even though female students out-numbered males. Staff consisted of Wayne and Allen P. Allen is known by locals as having sexually abused his younger sisters. He would only work as "night security" for TAR. As a result of my complaint, he no longer works there.
On the night I filed my complaint with the TAR Director, my husband and I responded to an emergency call at 10 pm from the Roundy facility--Wayne's World. When we arrived, a female student, dressed only in thin pajamas was duct taped at the ankles and wrists, lying on the cold, wet ground (8,000' elevation and rain), and had a 200 lb female staff sitting on top of her. The Sheriff had to respond to the incident because duct tape is explicitly against the law. State licensing told me this was resolved because, by law, TAR had fired the involved male and female staff. Not true, the female was already moving out of state which she did, and the male staff still works there to this day. I told the State this, they did nothing.
My complaint included many other items which TAR was required to fix: Vehicles used to transport the students with no steering or brakes and doors that wouldn't open. No air conditioning in loft bedrooms in the desert facilities. Inhumane punishments. Scheduling and assignment of male staff only with female students (they've gone back to this today).
No action was ever taken against Wayne other than a verbal reprimand by TAR. I discovered his social connections to all three agencies. The state licensing woman's husband worked for the same corporation (Aspen Education Group) at a different facility, the child protective service woman was the TAR Director's cousin, and Wayne worked undercover for the Sheriff.
The male staff involved with the duct tape incident attempted to run me off the road on three different occasions. Each time, he was in a TAR vehicle with TAR students inside. On the third incident, I stayed my course, and we almost crashed, but he has not done it since.
A former TAR student, now a young woman, has recently been in touch with me. She has given me permission to print our discussions. Her comments are:
Wayne would routinely dump cold creek water on sleeping students. He generally picked on the quiet, cooperative ones because he "believed students who 'went along quietly' were just faking it to get out faster." He withheld food from all students if one misbehaved. They took baths in the creek with one staff member watching.
"Males were alone with the female students all the time. And vice versa." "I was denied medical treatment for a serious issue, as were other students, including a friend who had broken her leg when she fell off one of the horses there." "Once, my counselor Annette, after noticing my lips were unusually red, accused me of repeatedly biting them to make them look darker to 'impress the boys.' She called me a tramp, and taped an attenae [sic] to my hat to 'teach me not to care so much about my appearance.' I walked around with a metal appendage on my head for over a month."
She goes on: "As for emotional recovery, I still have a little ways to go. Unfortunately, my parents and I never made up. I just couldn't forgive them after they said I was lying about my experiences at TAR." "Looking back, I'm sad to say that TAR did have one positive aspect on my life; It caused me to grow up faster. I was no longer naiive and immature... I didn't have much of a choice. But, it did make me distrustful of my family, and to this day I still have trust issues with people I am close to."

Pay for referral? As a former staff, I would never, ever pay even for the stupid programs and wouldn't put any child of mine in any one of them. You are only putting your child in harm's way. What you really need to do is to take some interest in your child and give them LOVE and some disciplines, morals and standards. Of course, before you can do that you have to have some morals and standards too.
The good thing for Turnabout Ranch is that Wayne is no longer there, he's moved back East! Unfortunately, he moved to help start this Ironwood program. The director, Teresa, worked at TAR as well. When these 2 left Utah, they also took another counselor with them, Dave, but I don't see him listed on Ironwood's page. So, maybe they had a falling out. Dave is a good guy, lucky for him he's not there, but it's too bad for the kids. He's young and good.
The old fart Wayne (below) was the guy who I turned into the State of Utah for child abuse. He likes to wrestle with the girls, and I caught him red-handed telling one to put her hand here and there on his body. She kept saying I don't want to, so he picked up her hands and put them on him. When I was alone with her, she said her back hurt from wrestling with Wayne and another old male staff member the night before. (TAR can no longer get good employees here 'cause we've all figured 'em out, so they have a disproportionate number of male staff compared to females which means male staff end up alone with the girls on a daily basis. They have several old men, although I like the old men that are there now, in their 60s and 70s.)
Wayne also likes to use mind control techniques, and after I witnessed the above, he tried to use them on me. I told him he was nuts and filed complaints with the licensing agency, child abuse agency, and the local sheriff. Of course, in Utah, all 3 of these departments are connected through their religion (Mormonism) and their Mormon relatives, so they didn't do a damn thing about Wayne. I think he was put on leave for a few weeks until the dust settled.
The very day I turned in my complaint on Wayne to the TAR office, they had a duct tape incident at 10 pm. I responded as emergency staff. When I arrived, I found a young girl in her pajamas, lying outside on the cold and wet ground (rained heavy that day), ankles and feet duct taped together and a 250+ lb female sitting on top of her.
Teresa, who started this new Ironwood program, arrived. She's into "legalized drugs" heavily, and she wanted to sedate the girl and call it a night. Me and other staff objected to that, and instead made her do her job as counselor and talk with the girl. The sheriff had to respond to this incident as duct tape is explicitly against Utah law.
No one did absolutely anything about it. The state licensing lady told me that it was resolved because TAR had fired both involved employees. The reality was that the female staff had already quit and was in the process of moving and was on her last few nights with TAR. The involved male staff still works there, 2 years later. I need to call the state and ask what's up with that ?????
This male staff, who is still with TAR, is a dirty, rotten man, period. After my complaint, he sneered at me and made menacing faces whenever we passed each other in town. Out of town, on the road to TAR, with a truck full of young boys, he attempted 3 times to run me off the road. On the 3rd time, I held my ground and our trucks nearly collided, but that was the last time he did it.
After my complaint, several other old farts were let go. One was a known child sexual and animal abuser. They also had to replace trucks and vans that had no brakes or openable doors and which the kids were in every day. Escalante UT gets to 100 degrees in the summer, and none of their upstairs sleeping facilities had air conditioning. They had to install that as well and fix a bunch of other things that I added to the state complaint once I saw that TAR wasn't going to take care of any of it on their own. Then I quit.
As intake, Wayne takes control of the kids with other techniques too. He kills their self-esteem and ego by telling them they're pieces of sheet, worthless, pointing out physical flaws, and making fun of their religion and culture. He tells them they're ugly, fat, wimpy, whatever.
I find it very interesting that Wayne's now listed as a "family man" with Ironwood. We never knew if he was ever divorced, but knew that his wife lived in Salt Lake City (6 hours away) and never visited him here. He's an ex-cop from the SLC region, and I never could find out why he suddenly left there, but I feel there's something that happened to end that career. It might have been his drinking, he's an alcoholic, and was caught several times drinking on the job at TAR.
He might have kids and grandkids, but they never visited him in Escalante either. He's a loner, and I would guess that he's been involved in kid activities throughout his life because he's a child abuser and what better place to find them.
My kids are grown and in their 20's now. I never had any problems with them and still don't today. But I LOVED MY KIDS AND I WAS ALWAYS THERE FOR THEM (and all of the other neighborhood kids 'cause no other adults were home). I even had the difficult kids, the mean kids, the violent kids. You know what, I laid the laws down for our house, gave 'em some LOVE and never once did I have any problems with these boys. We even took one with us on vacations, left his medications at home, and had a great time together.
You can't just keep sending them off and away to another program. I want you to wrap them in your arms and hold them, they always respond to LOVE!!!!!

CAICA realizes that no matter how much we would like children to be home with their families, many will be sent to programs for one reason or another. Like it or not, it is a reality. So, CAICA has decided to work with a team of people who are all dedicated to helping children and their families, and to finding the safest alternatives for these children.
Great, so who is THE TEAM? Shouldn't parents know who you work with, Isabelle? What's the problem? Stand up and be proud. Name this team of dedicated people!

You know, it would be nice if Isabelle (who has been known to read Fornits) would address these questions, particularly in light of her own statements. I don't personally agree with the concept of forced transport nor do I think there is any such thing as a safe program in an unregulated industry. I'm willing to listen to a reasonable (if not rational) explanation though and also see no reason why Isabelle can not disclose the names of the TEAM she works with. We are talking about vulnerable children and parents who for the most part, have no clue what they are doing.
So how about it, Isabelle? These are fair questions in response to what you have put out there in the public domain. You say you work with a team of "credible" persons but don't disclose their identity? What are people supposed to think? Do you refer to PURE and certain transport companies? That's pretty much the way it looks to me from reading your articles but feel free to correct me if my impression is not correct. And if you do refer, are you paid by them? What about these promotional-style articles? It's all very confusing, IMO.
As for Ironwood, it appears there is some "controversy" surrounding this program. I'm curious what your opinion is of the allegations raised by the poster Toni? You are a researcher, according to your website. Have you researched this?

This is only speculation but maybe Isabelle Zehnder disconnected the link to the article she wrote about Teen Revitalization (see below) becaue she reads Fornits and realized how incredibly stupid it was to single out this referral company for not disclosing the names of the programs they refer to when the same thing can be said about the company owned and run by her "friend and colleague "Sue Scheff" given that PURE (essentially a competitor of Teen Revitalization) does not publicly disclose the programs they recommend either and is also PAID by the programs they refer parents to?
BTW: We have all heard of Robert and Narvin Litchfield, but who is Richard Litchfield?

Sixth: Sue Scheff's friend and colleague Isabelle Zehnder (Caica) has written and published material on her website relevant to a referral agency called Teen Revitalization accusing them of selling potentially abusive programs and sharply criticizing them for failing to provide the names of the programs they promote (see below).
However, Ms. Zehnder fails to point out that PURE (also a referral agency) does not provide the names of the programs they promote either. Ms. Zehnder also to fails to point out that Marie Peart, a PURE associate who maintains a referral website called Parent and Teen Resources (http://www.parentandteenresources.com (http://www.parentandteenresources.com)) also does not disclose the names of the programs she refers to. Both PURE and PAT receive a commission (finder's fee) from the programs they refer parents to that result in a placement.
Isn't this a bit like the pot calling the kettle black?

But really, you must now know, there is no point in any further pretence of concern for the kids or their families.

Isn't this a little bit like getting caught with your hand in the cookie jar? What difference does it make if Isabelle isn't paid for providing PURE with sales leads? There are other ways to benefit - e.g. PURE referring clients to CAICA for "coaching". Perhaps it is as simple as that?

Hmmm, if Isabelle Zehnder (CAICA) refers parents to Sunrise Adolescent Transport, I'd venture to guess there's a good possibility that Sue Scheff might also.
Remember, Sue Scheff has a long history with TEEN HELP when she was referring to them both before and after she started PURE. Randall Hinton worked for TEEN HELP too, before leaving to start his program in Puerto RIco.
So that's two former Teen Help admissions reps who have gone into ventures of their own.

Hinton is awaiting trial on 7 counts of 3rd degree assault and false imprisonment against students at Royal George Academy in Colorado.
The trial is set for August 27 -31st, 2007.

It is interesting, that in Izzy's letter referring the parent (who I will refer to as "X") to Pure, she also included the name of an escort service that is both unlicensed, and works with WWASP. Presumably, they would transport to whatever school Sue would refer to. Keep in mind, this is coming from a publicly acknowledged friend of Sue, who claims to be an advocate, and (publicly) rails against unreglated/unlicensed Programs and transport services. Nice, trustworthy friends Sue has. It is interesting that few, if any, legitimate advocates, trust her enough to even link to Izzy's site (except, perhaps, in ridicule). She is so publicly distrusted, as is Sue, that they have an entire forum dedicated to them on Fornits.
While "X" was talking to Isabelle, the wrong phone number was initially given to he/she for Sunrise transport. Now... Let me ask you this: Would a parent who stumbled across that school/website have any way of knowing it was associated with WWASP? Food for thought.

In any case, Izabelle has since publicly admitted (what else could she do) that she works with Scheff, stating on her blog (http://http://isabellezehnder-suescheff.blogspot.com/):

Do you see how the third paragraph is contradicted by the previous two? She claims there is no financial relationship. I suppose she could quibble about the definition of financial, but bi-directional referral shows a definitely business relationship where there is mutual financial gain involved. Essentially, parents are traded off as "products", holding, as customers, potential financial value. Isabelle may pretend to be an advocate, but she also publicly acknowledges herself as "CEO" of her coaching service, "Positive Family Solutions."
Sue refers to Izzy's "coaching" business which is not free, during which (i hypothesize) she systematically will say "i'm sorry.. I really think it's too serious to be dealt with... I think your son/daughter needs treatment.. Here... let me recommend PURE... Sue can help you avoid getting caught in WWASP's trap" Sue, then refers to programs that pay her for finder's fees (see WWASP vs PURE transcript for lots of goodies regarding sue's referrals).
that isn't even to mention the disclaimer on the blog, stating "Sue Scheff and Isabelle Zehnder believe in team work. They not only work with each other but they work with a group of other professionals who all share the same goals - to keep families together whenever possible and to help find safe alternatives when it is not possible."

Just to let you know, Mr. Stinson is no longer on Ironwood's website and I believe no longer works there. Also, there is so much damage to people and places by putting out blogs. I stumbled across this site and looked up both places that had been written about TAR and Ironwood. Don't people have anything else better to do than to slander one another. Maybe we all ought to focus on doing unto others what we would have done to us.
