WASHINGTON — The first federal inquiry into boot camps and wilderness programs for troubled teens cataloged 1,619 incidents of abuse in 33 states in 2005, a congressional investigation out Wednesday reveals.

The study, by the Government Accountability Office, also looked at a sample of 10 deaths since 1990 and found untrained staff, inadequate food or reckless operations were factors. In half of those cases, the teens died of dehydration or heat exhaustion, the GAO says.

Youth program director arrested on cocaine trafficking charge

TUCSON (AP) -- The state director of the youth rehabilitation program VisionQuest was arrested earlier this week on suspicion of coordinating the trafficking of more than 400 pounds of cocaine, an assistant U.S. Attorney said.

Anthony James Zasa, 51, who lives in the southern Arizona town of Elfrida, helped oversee the transfer of the drugs between Arizona to New Jersey, said Assistant U.S. Attorney Jim Lacey.

His involvement came to light on Feb. 22 after his brother was stopped while driving a motorhome in Texas, the Arizona Daily Star reported on its Web site. Authorities found about 441 pounds of cocaine in the Winnebago Roco Zasa was driving, according to court documents.

Lacey said Roco Zasa agreed to cooperate with authorities and implicated his brother as the leader in the drug deal. He told investigators his brother and a man identified as Alex Hetherington loaded the cocaine onto the motorhome and agreed to pay him for taking them to New Jersey for distribution.

Court records show agents put phony drugs in the motorhome and Roco Zasa drove on to New Jersey and met Hetherington and Kacey Hallford Root at a Hilton Hotel.

Lacey said the defendants will be prosecuted in New Jersey.

It's now an hour after sunset and Turn-About Ranch has a boy who ran at 5:30 still out there in the Grand Staircase-Escalante National Monument, alone, barefoot and on his own.  This is some of the roughest desert on Earth, canyons, straight down cliffs, no roads.  It's getting close to freezing at night, depending on where he is.

I went looking but that's like a needle in a haystack.  Turn-About has one guy on horseback (probably back by now, though) and another on foot (I know he was coming back) and the rest in vehicles along the main roads.  But it's a heck of a long way between those canyons and the main roads.

I'm praying.  If anyone else is so inclined, I'm sure he could use it right now.  I feel so helpless in this whole awful mess of an industry.

The Troubled Teen Industry / Webpage Database That's Needed

I've been reading some threads on setting up a webpage with a bunch of this info here that's being lost.  

I know that when I set out to look at the state licensing and complaints filed against particular facilities, it was difficult digging through all of the gov's layers to finally get the right person/office.  So, it'd take some work, but a good page would be a State one with links to all of the official licensing contact home pages so parents can send inquiries or look them up.  I thought, geez, this is a bunch of work, if you're looking at several programs in different states, and if you're a geek on the internet it would not be an easy task to do.

Other thoughts are a page for the particular facilities that we have rock-solid info, news, reports, pending/completed legal cases.  A place with all of the info so parents can look and see for themselves.  

Then, since the backbone of this whole industry is secrets behind closed doors and shutting down communication, the webpage could act as a "neutral place" for kids to get in touch with other kids, staff, neighbors, of a particular facility.  Rather than just happening to catch a thread that might be here or there, it'd be a consistent spot where they could look anonymously or directly.

I can host it for free, as it's own domain name, under my account.  What would be a good name?  Anyone out there with some time that wants to research or do web design?  I use Front Page, since I don't know html that great!

It's needed.  I ultimately just looked for forums and that's how I arrived here!

I need to hear from you guys.  Where are you?  I've quit TAR and turned 'em into the State for sexual and child abuse and harassment.  Of course, the state licensing, the sheriff's office, and child protective services all closed their case (see below).

At Roundy, Emily told me that her back was hurting.  When I asked why, she said it was from her wrestling match with Wayne.  At that very moment, and before I could respond to her, Wayne came out of nowhere and boomed, "Yes we wrestled, and I won, now didn't I."

Then, he tried to used brainwashing on me to say that I was a coward.  I'm not a coward, and so far, Wayne has won.

I need to hear from former Turnabout students.  Something's going on at Roundy and it ain't pretty.  I gave a list of problems to the state, and TAR has fixed all of the physical things (vehicles without brakes or steering, closed sleeping lofts without any open windows or air conditioning, and a bunch more) 'cept the sexual abuse.

I understand from another staff that Wayne tried to call Danielle one evening (I think during Max's 2-day investigation), but Connie wouldn't let him talk to her (against the rules, for sure).  

At Roundy, they routinely staff only 2 males when they should have 1 female there.  I identified 3 names on the male staff list that were shady characters.  I've begun talking to the local residents here about them since I'm fairly new to the area.  The locals are shocked that TAR has these men working alone (no female staff) with young teen girls.  One is known for sexually abusing his younger sister.  One is known for playing with the young girls.  The head of the church turned to me in total unbelief when he heard their names, but wouldn't tell me what he knows.

Max, the TAR Director, has a blood relative with Child Protective Services.  Wayne is a police informant.  The state licensor's husband works at a related facility also owned by Aspen Education Group (TAR is owned by Aspen).  It's no wonder the case was closed with all 3 governmental agencies.

We need to expose them.  Send me a private message.  Please, anyone out there that might know these young ladies . . . have them contact me if they are able.
