Title: Maybe the drug problem isn't there (Fake Drug rehabs)

Teenagers without addictions have been sent to fake rehabs. The citizens have been billed for treatment of teenagers without drug problems.

So the question is: Is the drug problem not smaller that we believed when the number of people in rehab are fake?

None have been punished but I think that the owners have the right political connections in a time where the war on drug is still going on.

Yes.  Long established bs addiction #s have been around since Reefer Madness.
The Man has money to make.
As usual, the political protection is the first thing purchased...
