Hospitals failed to report to CMS 44 of 104 documented deaths
related to restraint and seclusion between August 2, 1999, and
December 31, 2004.
We received information from CMS, State survey
agencies, Protection and Advocacy agencies, and the Food and Drug
Administration concerning 104 behavior management-related deaths
associated with restraint and seclusion that occurred during this time
period. Hospitals did not report 44 of these deaths directly to CMS. Of
those deaths that hospitals reported directly to CMS, fewer than
one-third were reported timely.

The Myth of Safe Restraint

For many years, service providers and staff trainers
have searched for a perfect, safe method of
restraint. We now know that no such thing exists.
Not only are psychological risks present with each
restraint use, but physical risks now appear to be
inevitable.
Children with disabilities can be medically
complex. Many are chronically ill and may suffer
from pre-existing conditions such as sleep apnea or
difficulties in the regulation of body temperature.
The prevalence of gastrointestinal problems makes
many children especially susceptible to aspiration
(choking on food or vomit) under stress. Another
risk is thrombosis (clots in veins) which can form
during prolonged restraint in one position. Many
children are being medicated with pharmacological
agents that may be cardiotoxic, precipitate
arrhythmia, or trigger respiratory problems or
electrolyte imbalances, particularly when they
interact with the intense agitated states and surges
of adrenaline that occur during restraint.
Then there is the human factor. When staff pit
their body weight against a child’s smaller frame,
especially when the child may be agitated and in
distress, the result can never be certain. Terrified
children fight back, and restraint situations can
escalate rapidly and unpredictably. Staff may
continue a restraint until the child stops struggling,
not realizing that the child is actually struggling to
breathe. There have been many cases in which
children have died due to restraint for a minor incident that escalated out of control.

This was given to my wife by the Peninsula Village treatment team after she questioned the program's treatment methods and restraint policies:


1.   No cameras on the Peninsula Village campus.

Clinical reasoning: Patient confidentiality.


(Anyone familiar with our story knows why...my wife took pictures of her daughter being restrained and squatted on by five big goons)


2.   Any material received from Peninsula Village cannot be used in a slanderous or
demeaning manner.


Clinical reasoning: When staff and parents work together tremendous gains are made in the treatment process.

(This is in regard to posting on this forum and "Caferty", as the therapist called it.  Yeah, my wife was told to cease posting and delete all posts made about PV.  When she asked for it in writing, they dodged...)



3.   Your actions and comments need to be supportive of the work Peninsula Village is doing with your daughter.

Clinical reasoning: When staff and parents work together tremendous gains are made in the treatment process.


(That meant anywhere. No derogatory comments about PV verbally or on the internet.  If my wife and I even dreamed of talking ill about PV, we had to wake up and retract)

4.   (No negative direct or indirect collusion when it comes to the work between
Peninsula Village and your daughter.

             Clinical reasoning: When staff and parents work together tremendous gains are
              made in the treatment process.


(PV is terrified of communication between parents and kids.  What is "indirect collusion", anyway, and is there such a thing as "positive" collusion?  No, that's collaboration...cooperation.  It's hard to cooperate with "treatment" after seeing the hillbilly staff put your child in a face-down restraint with a fat ass hunching on each limb, simply for trying to follow her mother, not trying to harm herself or others or do grievous harm to the property.  Bastards.)

5.   Any objections or disagreements with Peninsula Village should not be discussed
In your daughter’s presence, but rather discussed openly with your family therapist.

Clinical reasoning: When staff and parents work together tremendous gains are made in the treatment process.


No freedom of speech at PV.  One negative word can shatter six months of "therapy")

6.   After such requests are met and there is a demonstration of consistency on your
end we will reassess your direct involvement in our work with your daughter.

It is hour hope that you will be able to be directly involved in the family therapy process and that we will be able to work together in the best interest of your daughter.


My wife agreed, and yet the treatment team refused to resume family therapy with her daughter.  When my wife called the PV family therapist to find out why she still couldn't see her daughter despite agreeing to the absurd "guidelines", she was told "We can't be sure you'll actually follow them".  I heard it on the tape again the other day, it still makes me want to laugh and vomit.  They didn't know what to do about me, being a step parent.  PV wasn't used to step parents who loved their step kids and had solid relationships with them.  They tried to dismiss me, but I was very vocal about my step daughter's abuse at PV.
 
My wife didn't see her daughter for almost six months, and we only got to see her after it was clear she was leaving PV.  It took two lawyers grilling opposing counsel and questioning the validity of the placement, causing the whole scam to crumble and custody to be restored.  We got to see our girl walking out of PV after spending over six months in STU, the lockdown facility.  That memory is vivid in my mind - I couldn't believe I was seeing her, and she was free of the hellhole.  It was two weeks before Christmas, what a great present for everyone.

There was a discussion recently about the cost of PV which got me looking for an exact figure.  This is from about a year ago, but should still be accurate, if not lower than current fees.

We appreciate your interest in Peninsula Village - an adolescent residential treatment program of international distinction.  (*SNORT*)Our fees include the following:

$162.40 per day for therapeutic & psychiatric care
$46.40 per day for educational expense
$81.20 per day for room and board
___________
$290.00

These fees include all services provided for your child by Peninsula Village.  They total $8700 per month...
(Not including the additional fee for restraints)

It is our policy to collect the following deposits no later than the day of admission:  the prorated amount of fees due for the month of admission, $8700 for the first full month after admission, and $8700 to be reserved for the last month of service.

That's $104,400 per year, and for what?  PV's outcome studies are a joke - 125 questionnaires sent out, 33% were returned, and they base their "success" on the 33% who bothered to answer.  It's more telling that 67% couldn't or wouldn't respond.  

Peninsula Village - for parents long on money and short on intelligence.

Pete from the REAL Who has some words of wisdom.  It seems like he would strongly disagree with the Whocifer of Fornits.

Really very interesting, though.  It's one of the most recent interviews I've seen Abby do.  Jesus, I hope she's blowing smoke about making a movie and needing somebody "strong" to play her.  Lindsay Lohan needs a gig and won't have to method act.

These are treatment notes from "family therapy" sessions at PV, from an anonymous source.  They're dated and signed by the therapist in charge.  I'm sick from reading this, and there's more.

"We're in a treatment center.  We sit on our beds all day long.  Nothing is real,"

"...I feel like I have to love my dad and say he's great and say my mom is crap because she doesn't support the program, and Tx (treatment) team knows that and wants me to say that,"

"...we got put on staff directives and sat on our beds for 48 hours,"


Most disturbing is the child writing about being sexually molested by the father, and PV's refusal to take it seriously, accusing the child of lying and "manipulating".

PV's staff are criminally negligent.  Not reporting sexual abuse to the DCS when it came up in treatment is against the law.  
 
PV's staff are a bunch of hellspawned soulless bastards, I want them held accountable.

Looks like it's going to be good.  This was in my ICSA update, and I noticed ICSA has more articles than I've seen in the past on teens/psychology and the rampant abuse.  Thank you, Phil Elberg!

Also, thank you, Maia.  That was a great piece on Scheff's gaming of the media.  Excellent writing, and I need to find a copy of The Boy Who Was Raised as a Dog.

What really stuck in my mind after reading this excerpt was how quickly the American public forgot the Davidian kids.  I remember watching a news program interview with a little Davidian girl no more than seven years-old.  She described how Koresh had explained the proper way to kill herself with a pistol, demonstrating with her finger.  Not straight into your mouth, she said, but with the barrel pointing toward the roof of your mouth, to be sure it kills you.
 
Another group of kids I've wondered about are the Manson Family kids - there were many of them, allegedly involved in the drug-taking and family orgies.  

Are Americans ashamed of the troubled kids they've created? Too many parents place their kids in programs not for their actions, but to protect the family's "social standing" in the community.  Based on my own experience, I saw my honor roll girl snatched away without due process and put in PV not for what she had done, but for what she might possibly do.  And yeah, the bio-parent who pulled that stunt is highly concerned with his non-existent, delusional perception of himself as a "pillar of the community".   Why do our kids suffer for their parents' mental problems, like the parent I mentioned above who victimized his own flesh and blood to maintain  his over-the-top Megalomania, alcoholism, and Delusions of Grandeur?

I don't know if any of you read this...these kids are vicious, I like 'em.  I don't think they know the corporate set-up of CAICA - Izzy IS CAICA, along with the phantom "board".

Man, I would love to see these guys take a more involved role in putting the boot in the industry.  They get riled-up like a hornets nest.

Except Alex.  He can sit around and stare in his mirror, which seems to be his wont.

Latest Trollage from another forum, good for a hoot.  Nice one, counselor!  Stay clear of those gastrointestinal bugs out there...oh, I remember now...my step daughter said the counselors were portly fans of Scottish cuisine...they like to pig-down on bags of  McDonald's in front of the drooling kids.  I guess they know better than to eat the PV fare...

i was at P.V for a long time several years ago. they are harsh, they are not abusive.
Restraints only happen when people are hurting themselves or attack other people.
Nothing in my experience of over a year at the Village matched anything negative that has been posted.
I would without question be dead right now if I had not gone to P.V.
I went to MANY "nicer" treatment facilities and was spiraling out of control.
jails and institutions were taken care of...death was the only end left.
i am now a sober, healthy, productive member of society and i am forever grateful to the village and my staff for saving my life.
i have no affiliation with the village other than being an alumni. No one from the village put me up to this.
if any of you are reading this forum i would suggest attending an area support group or asking about the alumni retreat where there will be dozens of alumni who know what the village did for them. once you leave you can easily dissociate yourself from the program, but people who were there over a decade ago keep coming back because it is some place special.
i don't know anyone who completed treatment there who didn't love it in the end.
I do know people who didn't complete there treatment but love it just the same. I would encourage people reading this to question the validity of the majority of the outrageous statements made about the abuse, because in my experience they are entirely false.


"My staff"?  WTF?

Yeah, the "dozens of alumni"...24 girls I call the "PV Porcine Patrol", the "Rah-Rah Restraint Girls", the "Choke-hold Cheerleaders" .  One of them takes vacations with a senior clinician and his family...but I'm not implying they get perks or anything.

Worker allegedly put tape on 2-year-old’s hands, mouth to silence him

TULSA, Okla. - A day care worker was being held Saturday in the death of a 2-year-old boy who had his hands bound and his mouth covered with masking tape, police said.

The boy, who had been on life support, died late Thursday, Officer Jason Willingham said.

Vicki Leigh Chiles was being held without bail on a complaint of first-degree murder. She was the only worker at the facility at the time, looking after eight children ages 7 and younger, Willingham said.

Chiles told police the boy would not be quiet for nap time, so she used tape to silence him, an arrest report states.

Chiles told investigators she left the boy unattended for a few minutes and came back to find him lying on the floor unresponsive, the report states. She said she called for an ambulance and tried to perform CPR.

The state agency that oversees child day care operators was investigating Chiles’ business, said Mary Leaver, an agency spokeswoman.

I'd like to bring this back up again, it's off another thread "L.C. We can take out Peninsula Village"  Read L.C.'s story, examine the style, the use of question marks. Maybe WANF was unaware of this thread, I don't know. I got in touch with WANF through another board, not Fornits.

Her story was very important to Stoodoo and I - we were unaware of PV, and this is the first thing Stoodoo read. It was up on Infoshop, and in that version, "Mokara" tied PV closely to fascism.  This was posted on Infoshop over a year ago.

WANF is not a plant, she's another survivor and a bit unfamiliar with forums. She writes quickly, and is passionate about her concerns and unfortunately didn't realize how (normally) focused we try to be on the topics of the threads. To her, it's all inter-related, with PV being another symptom of a sick society.

I could not be sure she was the same person who contacted me by email. I tried, she dodged. Eventually I became suspicious, and thought she might be tied to a PV counselor who has recently posted a very personal attack on me, mostly, but also discusses my step daughter's case, disclosing details a little too individually identifiable, resulting in my family filing a HIPAA complaint. Like I've said before, the staffers at PV aren't the sharpest knives in the drawer. Professional ethics isn't something a GED covers, or four years in a community college.

The thought it was the same young lady still nagged at me, and I emailed her again and received no response. I posted a bit of confidential information I thought she'd recognize, she missed it or was afraid to address it. Then people started jumping her case, she started shooting back. I got mad, and had a go at her, and sure enough, she DID see the confidential info, and asked how I knew (blank). It was all I needed for proof. I made a bit of amends, told her we were all on the same team, and we should start over. I haven't communicated with her on Fornits since, only encouraged her to use P.M. after registering, and I would answer her questions. She had realized I was the person she had contacted, and I guess she hadn't checked her email account recently - I had told her in an email I went by Zen Agent on Fornits.

WANF and I were both victims of post-PV paranoia. She wants to help.

The person posting in all caps who wanted to chew on Niles prostrate - not WANF. Please, folks, she means no harm. She has a lot of issues she considers important, and if some words offend her, I guess we shouldn't mock her. I know I made some nasty remarks, because censorship is one of the things I despise.

Again, she means no harm, and she knows a lot about the abuses at PV. I hope she'll fill out TSW's questionnaire, she could shed a lot of light on what things were like around 1998, and what changes have occurred. Although the statute of limitations is up for her to file a lawsuit against PV for the gut-churning abuses she's described, there's still a chance she and any of the girls she attended PV with can file a lawsuit. There is an exception to the statute of limitations, the "date of discovery". I have a "discovery" she would only be aware of after I email her the info, then she has a new case with a fresh start on the statute of limitations.
