Well, they're not really putting many people in jail just for smoking pot. If you take the ARD diversion option, that significantly raises your chances of doing time for violation or contempt type issues arising from it. But just smoking, just posessing less than an ounce rarely brings jail time, even on the rare occasion that you get caught.
People wind up serving time for the "crime" of making money on the trade (or for just buying pot in bulk, as some ppl do toilet paper or rice)
The trouble w/ prohibition and how it fills our prisons is that the trade in prohibited substances (at least $400Bn/year internationally by years old estimates) is all illegal money. You get burned, you can't call a lawyer or make an insurance claim. And there's the snitch culture economy going on too. They'll scoop up some guys mom, trick a little kid into informing on their parents or hold a bedridden MMJ pt. at gunpoint to get what they want. They don't care if it's good information or not. Their job is to fill up the prisons. That's all they have to show and all they ever brag about; how many arrests, how many kilos found.
Never ask a cop to show you the benefit of their work! It can be dangerous to your physical and civic health!

over and try to run it
