Substance Abuse and Mental Health Services Administration (SAMHSA)?Screening, Brief Intervention, Referral, and Treatment (SBIRT): +$5.8 million. This initiative supports one of the Strategy?s goals to intervene early with nondependent users and stop drug use before it leads to dependence. This initiative will improve treatment delivery to achieve a sustained recovery for those who are dependent on drugs. SBIRT is designed to expand the continuum of care available to include screening, brief interventions, brief treatments, and referrals to appropriate care. By placing the program in both community and medical settings such as emergency rooms, trauma centers, health clinics, and community health centers, the program can reach a broad segment of the community.

Through Access to Recovery (ATR), the President is committed to providing individuals seeking alcohol and drug treatment with vouchers to a range of appropriate community-based services. The fiscal year 2006 budget proposes $150 million for ATR, an increase of $50.8 million over the fiscal year 2005 enacted level. By providing vouchers, ATR promotes client choice, expands access to a broad range of clinical treatment and recovery support services, and increases substance abuse treatment capacity. Vouchers may be used to access various services, including those provided by faith- and community-based programs.
The first priority of the Strategy is to stop drug use before it starts. It should be obvious that robust efforts involving community action and public education are central to an effective drug control program?one that seeks to denormalize drug use by creating a climate of public intolerance toward the drug-using behavior that all too often leads to addiction.

Apparently, there is a lot of support for Seed-type programs - this is from the White House/NIDA site above under Types of Treatment:
"Long-Term Residential Treatment provides care 24 hours per day, generally in nonhospital settings. The best-known residential treatment model is the therapeutic community (TC), but residential treatment may also employ other models, such as cognitive-behavioral therapy. TCs are residential programs with planned lengths of stay of 6 to 12 months. TCs focus on the "resocialization" of the individual and use the program's entire "community," including other residents, staff, and the social context, as active components of treatment. Addiction is viewed in the context of an individual's social and psychological deficits, and treatment focuses on developing personal accountability and responsibility and socially productive lives. Treatment is highly structured and can at times be confrontational, with activities designed to help residents examine damaging beliefs, self-concepts, and patterns of behavior and to adopt new, more harmonious and constructive ways to interact with others. Many TCs are quite comprehensive and can include employment training and other support services on site.
Compared with patients in other forms of drug treatment, the typical TC resident has more severe problems, with more co-occurring mental health problems and more criminal involvement. Research shows that TCs can be modified to treat individuals with special needs, including adolescents, women, those with severe mental disorders, and individuals in the criminal justice system. "

Blame dubya for some of this, and believe it or not because this is far from paranoid...The influence of Mel and Betty Sembler..former Seed parents and co-founders of straight, Inc. They have had the ear of the republican Elite for a long time on this issue and currently run DFAF (drug free america foundation).

What I find interesting here is that what has traditionally been a privilged relationship based on privacy and trust (doctor/patient) is now going to be used to enforce and further the Bush/Sembeler/Drug-free America agenda.
This really puts physicians between the proverbial rock and hard place. Following these mandates may require violation of doctor/patient privilege. But what if he or she refuses to participate - do they then risk being fired or otherwise censured.
And I thought my job was hard...

The best thing to do is get politically involved.
I haven't kept up on this issue, but I believe
it is born from the frustration of so many
patients that exhibited their illness early
on in life but only got help after they
crashed and burned, got arrested or ended
up in jail.
I am heavily involved in counry mental health
as a member of the mental health board and I
just don't see any conspiracy.
Get involved, learn and if you don't agree join
committee's and write to the correct politicians.
