BYU told me that the Sudweeks would enroll one kid, copy the course work (launder it) and add their own work and work from other places (makeshift)and try to have BYU accredit it. BYU tried for one year to get proof of accreditation- but the Sudweeks could not provide "standard legal documentation" that they were accredited. When a phone number was given to BYU from the Sudweeks for the accrediting agency- it was the number of their own Whitmore Mansion. And yes the authorities were notified and nothing was done. They also told me the Sudweeks made several "no Show" appointments.
So there you-- honesty from such upstanding citizens.

If this is true, were the parents who were referred to this program by PURE or any other referral agency told the program was, in fact, accredited?

That's what it looks like from where I sit. Several different parents/family members have stated it just so and then there's the talk among recent former students about trying to get transcripts. Can a non-accredited school issue a transcript? I honestly don't know. Compulsory education laws are in a state of constant change in many states, so it could be. But I've never heard of that the students are under the impression that whatever schoolish work they did @ Whitmore was part of an accredited program.
