Newsflash -- Montana is in need of jobs too, St. George, Utah, and every other rural town in America.
WWASPS is taking advantage of cheap labor and cheap real estate (land).
It's really that simple. These program owners can pay foreign workers considerably less in wages than their counterparts in the U.S. They can also afford to buy land with facilities already built on the land to convert into schools.
Mexico has always been a hot spot for program owners. WWASPs wasn't the only program operating there.
To me, it looks like they are focusing on expanding in the U.S. except for TB. I expect to see more growth in this market (the U.S.) due to zero-tolerance policies and the ever growing problem of Troubled PARENTS.
