Her parents are sued the employee and the county. However a number of citizens fails to realize why the parents sued the county.

I have to ask: Why not sue the county?

The guidelines allowed a person in charge of the boys at the juvenile hall to leave the persons he was responsible for so he could rape a girl. The taxpayers wanted a juvenile hall. They voted for politicians who should have set up security. The politicians mandated by the taxpayers failed their job. If the taxpayers had done a better job voting people in who would do a proper job this tragedy would not have happened.
