The fact that Art was staff makes him raping her after they left a continuation of his abuse and her victimization after the fact. Under RICO, if you make money by selling drugs and put it into a legal business, it is an extention of the crime. If Art participated in Elan's abuse then sexually abused an ex resident who is underage (as he admitted) then it is attached to their relationships as Elan staff and resident and a continuation of her abuse at the hands of Elan. Without that connection, she never would have been introduced to Art, so in effect, Elan caused her rape by creating the power dynamic Art used to victimize her
