Why is the Dept of Homeland Security logo on a teen website

I know I'm a n00b, but have you all seen this before? The US Dept of Homeland Security is on the bottom of this 'struggling teen' website. I don't remember ever seeing their logo on these sites before.

It has to do with keeping track of international students here on student visas. Any school which accepts international students has to be registered with them.
