· Concerns about residential care primarily relate to criteria for admission; inconsistency of community-based treatment established in the 1980’s; the costliness of such services (Friedman & Street, 1985).
· Other concerns include the risks of treatment, including failure to learn behavior needed in the community; the possibility of trauma associated with the separation from the family; difficulty reentering the family or even abandonment by the family; victimization by RTC staff; and learning of antisocial or bizarre behavior from intensive exposure to other disturbed children (Barker, 1998).

Surgeon General – Report on Residential Treatment
· In the past, admission to a RTC has been justified on the basis of community protection, child protection, and benefits of residential treatment per se (Barker, 1982). However, none of these justifications have stood up to research scrutiny. In particular, youth who display seriously violent and aggressive behavior do not appear to improve in such setting, according to limited evidence (Joshi & Rosenberg, 1997)

MacArthur Research in the Models for Change Initiative
· This 2010 report supports the earlier findings written in the Surgeon General Report. The data found that institutional placement – which includes both correctional and residential treatment facilities – appears to have no advantage over community-based services in addressing delinquency.

Outcomes of Children with Emotional Disturbance in Residential Treatment for
Educational Purposes· A study was conducted of the outcomes of all children and adolescents with serious emotional disturbance who had been placed by school districts in residential treatment facilities for educational purposes over a three-year period. Positive outcomes were assoiated with shorter lengths of stay. The availability of community-based services for the student and family was the single most likely reason reported by special education directors for positive discharge status.

Building Bridges Between Residential and Nonresidential Services in Systems of
Care
· Findings include: 1) Residential treatment is part of the continuum in systems of care; 2) Residential treatment should be shortterm, anywhere from 30 to 90 days; 3) Targeted behavioral and mental health needs should be the focus of residential treatment; 4) Care planning should remain with the child and family team and not switch to a different team that just focuses on the residential treatment; 5) Family involvement should be supported and families should be drivers of the plan, and youth should have the opportunity to guide the plan; 6) The outcomes for the residential treatment stay should be very clear and timelimited;
7) Residential treatment centers should provide a broader continuum of care.

· This 2006 publication states that with the exception of treatment foster care, evidence for the effectiveness of services provided though group homes, residential treatment, and inpatient psychiatric care is weak and does not seem commensurate with the cost.
