Just reading the language used, it doesn't hold much water. We know the Monarch program existed but we also know that the expected results don't pan out. The control is limited - the "controller" has to be close by. The practice of brainwashing is a bit more effective because it can prohibit someone from thinking something lest it stir the traumatic stress (this is where the nightmares come creeping in after a couple years after your exit.)
There was no controller he could return to. Controllers are a bit obvious - they are difficult to hide, because the victim will too often ask for them by name. Loughner expressed nothing of that sort. This looks like either a revenge attack at Giffords' support for Teen Challenge (via Wayne's hypothesis) or a revenge attack against Congress' complicitness (our hypothesis described earlier in the thread.)

Chuck Colson was named as one of the Watergate Seven and pled guilty to obstruction of justice for attempting to defame Pentagon Papers defendant Daniel Ellsberg. Charles “Chuck” Colson was known as a man valuable to President Nixon because he was willing to be ruthless in getting things done according to David Plotz in a Slate March 10, 2000 article called " Charles Colson - How a Watergate crook became America's greatest Christian conservative"
Chuck Colson was known as Nixon's "hatchet man". Colson was described by some of his colleagues as "evil genius" in the Nixon administration. Many can still remember that it was Chuck Colson who was willing to resort to domestic terrorism and who discussed possible firebombing the Brookings Institution.
