One of PV's alumni indicates the long-term effectiveness of their program.  Klepper is better known as the baseball bat rapist admitted to PV after being tried as an adult.  PV's admission policy states they do not admit violent or sexual offenders, and Klepper was both.

A Bethesda man, who sexually assaulted an escort eight years ago, when he was 15, was sentenced to seven years in prison for attempting to pay undercover police officers posing as a teenage girl for sex.

Andrew G. Klepper, 23, pleaded guilty to sexual solicitation of a minor, a felony, in January and was sentenced to seven years in prison with six years and six months suspended in Montgomery County Circuit Court in Rockville on Thursday.

Klepper, of the 5300 block of Westbard Avenue, used the Internet to arrange a June 11, 2009, meeting with a police officer, who was posing as a 16-year-old girl, near Gaithersburg High School. He told the officer he would pay her at least $250 for sex. After being confronted by police at the meeting site, Klepper tried to flee. He was carrying a folding knife and a small amount of cash in his car.

"You were clearly eager to do it and if that were a live human being on the other end of that line it would have been a horrendous crime," Judge Thomas L. Craven said.

Klepper, who is unemployed and not attending school, was recently diagnosed with a sexual addiction, his Rockville attorney Paul Stein said.

Stein said he hopes Klepper can get treatment for sexual addiction. "We believe that Andrew is not at this stage a danger to the community," he said.

On the day he was arrested for solicitation, Klepper was also negotiating to perform a live sex show with a prostitute; negotiating with two prostitutes to have sex with him and pose as his girlfriend at a family party; visiting mainstream and sexually explicit dating sites; making arrangements for a mail-order bride from Russia; responding to ads posted by four other prostitutes; e-mailing explicit pictures of himself and ordering pornographic movies, Assistant State's Attorney Patrick Mays, a prosecutor, said. Terms of his probation bar him from using the Internet except for school work.

"Though I've done some bad things I'm not a bad person. I'm a good person," Klepper said.

"Today I have begun to understand why I risked my freedom to be with a prostitute. Now I admit I have a sexual addiction."

Klepper was one of at least 18 men arrested last summer in a police prostitution sting. Most pleaded guilty to misdemeanor charges, Stein said; none of the others had a history of sexual violence.

Klepper was sentenced to eight years in prison last month for violating his probation by getting arrested for solicitation.

Klepper was charged as an adult with multiple felonies for holding a woman against her will and sodomizing her with the handle of a baseball bat in 2002, when he was in the tenth grade. He pleaded guilty to first-degree assault, fourth-degree sex offense and robbery with a deadly weapon as part of a deal to avoid having the case moved to the juvenile justice system. He received a 15-year suspended jail sentence and five years of probation beginning in January 2005 after returning from an out-of-state residential program for troubled youths.

Klepper was arrested in 2006 for working as a prostitute's assistant and sentenced to a year of probation. He also was charged with violating his probation in the sexual assault case.

Klepper was charged with two counts of misdemeanor theft in January 2008 for shoplifting. He was acquitted of theft but charged with violating his probation.

The really disturbing aspect of Klepper's latest arrest isn't  directly addressed in the Gazette piece - no charges could be filed against Klepper based on speculation and implication.   The article does present details that beggar many terrible questions.

Klepper was busted for soliciting sex from a cop posing as a 16 yr. old girl, with Klepper agreeing to pay at least $250 for the act.  When Klepper was arrested, he had only "a folding knife and a small amount of cash in his car".  Klepper didn't have the money he had promised the girl, and I don't think the folding knife was a valuable collectible he hoped to barter with.   What were Klepper's intentions, then?   Presiding Judge Thomas L. Craven seems to allude to a crime worse than sexual relations with a minor being thwarted by the sting operation:

"You were clearly eager to do it and if that were a live human being on the other end of that line it would have been a horrendous crime," Judge Thomas L. Craven said.

The Gazette piece's title is "Bethesda man sentenced to seven years for soliciting minor".  Sounds great, until you read "was sentenced to seven years in prison with six years and six months suspended in Montgomery County Circuit Court in Rockville on Thursday.  Six fucking months for soliciting sex from an underage girl and Klepper's multiple probation violations of the original fifteen year sentence he received for amusing himself and friends by sexually torturing a female escort.

Klepper was convicted as an adult and sentenced to 15 years for sodomizing a female escort with a baseball bat and an "oversize marker".  He threatened to kill the call girl if she told anyone about the attack, then robbed her of all her cash.  He spent less than a year at PV and CEDU, despite a judge promising Klepper would be out of the community for three years.

Since then, he's violated his probation more than three times, one arrest involved him being a "whore's watch dog", another involving thievery, even his internet usage - Klepper's probation allowed him internet access for school work only, and yet:

Sorry to hear about your sexual addiction, Klepper.  Here is some good news, though.  When you get to grown-up prison and your new tattooed man-love friends find out you were convicted for anything involving child molestation, attempted or otherwise...Dios mio, Andy, you'll be in sex junkie heaven.  This time you'll be getting sodomized, though...just like your first victim.  Six months still doesn't give the escort Klepper tortured real justice, but maybe knowing Klepper's asshole will be wide as a wagon wheel when he leaves jail...it might give her some closure...some peace.

It's a sick pun, but Klepper's Karma has come around and gotten him in the end.

No, problem is he'll be free soon. Each time he gets busted he starts getting a little smarter. What we are seeing is the birth of a true monster.

Son of a bitch is gonna kill one of those girls one of these days.

I know Andrew and hes one of the best person you can know.... you dont know anything about him but yet you act like you do... do you think your god? dont post stuff about someone you dont know..... how would you like if someone put post about you on the net that doesnt know you??????? have a good like bc I know I will with Andrew in my life

Speaking for myself, I don't know the subject of this thread.  Don't want to, either.  His criminality escalated despite being given every opportunity his privileged family could leverage from the legal system.  The only reason your friend is on here is because he shouldn't have been at Peninsula Village - PV was not supposed to admit violent sex offenders into the program.  He's lucky he didn't go to prison the first time...

Also, commenting on the thread brings it back up where everyone can see it again.  Not a good idea, if you want your friend's past to "disappear".  We're not going to whitewash his past, neither is the Washington Post or Angela Davis.  What he did was heinous.  Enjoy your good life.
