A 39-year-old Bethlehem man is charged with repeatedly sexually assaulting a teenage girl being treated at Northwestern Human Services, the Bethlehem Township, Pa., facility where he worked.

Andre Lamonte Ingram, of the 1800 block of Chester Road, is charged with 15 counts of institutional sexual assault, a third-degree felony, police said. He was arrested today then arraigned before District Judge Joseph Barner, who sent him to Northampton County Prison in lieu of $10,000 bail.

Township police say Ingram was 38 when he sexually assaulted the 17-year-old patient on 15 occasions between June 4 and Aug. 30.  He was a residential staff member at the facility, police said.

Northwestern Human Services provides a variety of different services ranging from drug and alcohol treatment to programs for people with intellectual developmental disabilities, according to the company's Web site. A police report does not say why the victim was a patient in the township facility, which is in the 4000 block of Coleman Street.

The Express-Times

BETHLEHEM TWP. | A 39-year-old man is accused of carrying on a sexual relationship with a mentally ill teenage girl who was a patient at the group home where the man worked, police said.

Andre Lamonte Ingram, of the 1800 block of Chester Road in Bethlehem, surrendered Tuesday at township police headquarters, Capt. George Boksan said in a news release.

Ingram was arrested there and charged with 15 counts of institutional sexual assault, a third-degree felony offense, Boksan said.

The suspect worked as a residential staff member at the group home in the 4000 block of Coleman Street. The home is operated by Northwestern Human Services, which is headquartered in Lafayette Hill, Pa., but is contracted to accept children placed there by Northampton County Children and Youth.

The girl, who was 17 during the span when the alleged sexual assaults occurred last year, reported them to police Sept. 1 while at Lehigh Valley Hospital-Muhlenberg.

She told police she and Ingram first had sex in June in the basement of the group home, according to court records. She also told police about 14 other incidents of sexual activity between the two inside the home, the last of which occurred in August, court records say.

Ingram allegedly instructed the girl to not tell anybody about the encounters or he would lose his job. He also allegedly told the girl he loved her.

Ingram was arraigned Tuesday afternoon before District Judge Joseph Barner. He was sent to Northampton County Prison in lieu of $10,000 bail.

Northampton County Human Services Director Ross Marcus on Tuesday afternoon said he was unaware of the case and declined comment.

Officials from Northwestern Human Services did not respond to a phone message left Tuesday afternoon.

Court records say the girl suffers from bipolar disorder and was sent to the home because she needed to be monitored in a controlled environment....

Woman found outside four hours after walking away from group home
By Alyssa Young
January 17, 2008, 10:05AM

Bethlehem Township, Pa., police and fire officials used thermal imaging cameras Wednesday night to search for an 18-year-old mentally ill woman who left a group home, a news release says. Another resident at Northwestern Human Services Group Home in the 4000 block of Coleman Street reported seeing the woman walk out a rear door about 8 p.m. She was wearing only a T-shirt, pajama pants and slippers.

Police and members of the Bethlehem Township and Nancy Run volunteer fire companies and fire police searched the surrounding area using cameras and off-road vehicles, and a MedEvac helicopter from Lehigh Valley Hospital also assisted. Northwestern Human Services employees found the woman about 11:50 p.m. a mile and a half away, sitting in the grass in the 2300 block of Willow Park Road, a news release says. She no longer was wearing slippers.

The woman was taken to Lehigh Valley Hospital-Muhlenberg for treatment.
