We have been there as a part of our war on terrorism. The cartoon crisis gave us evidence that we could create a weapon of mass disturbance with only a few tools.

We did reach our first goal which was to provoke fifth column activities against our country out in the open. We did also hurt the supporters of terrorist cells.

But the about 200 deaths our use of this weapon caused was too widespread and too random so clearly the method needs to be improved.

If you ask me you have a problem using this tools in your culture. A reaction caused our attack was possible suicide bombers enteriing our country. As a safety precausion our schools are told to report mysterious behavior to our version of the FBI. If a group of high schools students hang out without consuming alcohol the other students will remove themselves from the situation. They will be polite and descreet but suddenly such a group will find themselves isolated.

I doubt that you will be able to spot possible suicide bombers, but here is a hint. According to our soldiers in Afghanistan, they don't drink and remains sober until they blot themselves up.
