If the child is a minor then it is still illegal for one parent to take him or her out of the country without written (and, I think properly notarized) consent of the other parent.  Like I said she needs a really good attorney

Tragically, she did give her written consent, albeit under false pretenses:

The father told her this school was in California. She faxed a statement giving her permission that her son attend this school to an address in California.

Unfortunately, the school itself is NOT in California.

I would have to read the letter she faxed to know for sure but it does not sound like she gave her consent for her son to leave the country.  The "school" may have gotten immigrations to interpret it that way but my understanding is that in order to take a minor child out of the country there has to be specific wording to that effect.  Again:  the woman needs a really good attorney who speaks and understands Spanish.  Maybe a call to immigration, Mexican Consulate and the American Ambassador to Mexico.
