Quote from: "Torturing Democracy producers and sponsors"
"For purely mental pain or suffering to amount to torture, it must result in significant psychological harm of significant duration lasting for months or even years." --Memorandum for Albert R. Gonzales, Counsel to the president; Re: Standards of conduct for interrogation under 18 U.S.C. chapt c 340-2340A

"The torture memo"

Counter Resistance Strategy Meeting Minutes

"Mental torture described as anything leading to permanent, profound damage to the senses or personality. [Complying with the laws against torture] is basically subject to perception. If the detainee dies you're doing it wrong. So far, the techniques we have addressed have not proven to produce these types of results, which in a way challenges what the BSCT paper says about not being able to prove whether these techniques will lead to permanent damage."

Lot of program vets complain about "personality changes" lasting for years and even decades in themselves and in one another. So what happened to us meets the legal definition of mental torture. On the other hand, I think most of us knew pretty well that the staff didn't really want a death on their hands. The POWs in the war on Terra don't know this.
