The New York Times defines it as "the act of creating a fake online identity..."  (or identities) "...to praise, defend or create the illusion of support for one’s self, allies or company."  Say my name is Joe Staffer and I am upset that Jane Fornit has said something about me.  I then post "Joe Staffer was nothing but kind to me bla bla bla" and sign the name as Jill Ex-student (almost always from a guest account). I then repeat the process, creating the illusion that there is a sudden flood of positive support out of nowhere.  The name "sockpuppet" comes from the practice of having different socks on each hand talking to each other.

...  And it's extremely amusing when it comes out in a court case, as Sue Scheff discovered when Lon Woodbury outed her many many identities she used to praise herself and push her business of hawking off kids for cash to the highest bidder.  Let's just say it doesn't make a person who does it look good.
