I need to know what organization is in the lead in the fight against abusive programs and such. I have some good ideas and need to get in contact with the people who have connections and know what is going on and all that.

The anti-program fight is a distributed one. You'd be better off starting a project and start recruiting from different organizations and forums. Otherwise you're limiting yourself. Why not post suggestions here. Most relevant organizations read this board (including ISACcorp, which would probably be your best bet it you wanted to stick to an organization exclusively).
